Research On The Current Situation And Inspection Countermeasures Of Medical Institutions Supported By Social Capital In Shanghai Pudong Near Area

BackgroundTo deepen the reform of health care to meet the public's growing demand for diversified health services, on the basis of "guide, encourage and support" principle, Pudong New Area health administrative agency approved a number of medical institutions supported by social capital. In daily inspection, we found that most of private medical institutions develop healthily, and complete with the public medical institutions complementarily. However, because of lack of core competitiveness, some private medical institutions operated hardly and even appeared a lot of phenomena against law, which badly impacted their reputation. How to plan and support the development of private medical institutions in Pudong New Area is urgently needed to be solved by the health administrative agency.ObjectiveBy investigating the medical resource, population distribution of Pudong New Area, and analyzing the current licensing and inspection situation of private medical institutions, this study proposed countermeasures for the health administrative agency to make decision so as to support the development of private medical institutions.MethodIn this study, we chose Pudong New Area as research area, and chose all of the social capital supported private medical institutions (except for private clinics) that were approved before the end of 2008 as research objects. The author collected data from Pudong New Area Statistical Yearbook, licensing and inspection information, and other statistical data, by analyzing all the information qualitatively and quantitatively, the author draw final conclusions. Results1. The economy, population growth of Pudong New Area brought about diversification of health services needs,2. The medical inspection team of Pudong New Area is getting younger, but not professional enough,3. The private medical institutions in Pudong New Area are in small size, and most of them are comprehensive and dental Clinic,4. The structure of health care personnel in the private medical institutions are not reasonable,5. The health care quality of private medical institutions need to be further enhanced,6. The phenomenon of private medical institutions practicing against law should not be ignored,7. The licensing guideline of the private medical institutions is not clear,8. Improve inspection, and guide the private medical institutions to practice rightfully.ConclusionBy investigating the medical resource, population distribution of Pudong New Area, and analyzing the current situation of private medical institutions licensing and inspection, we found the private medical institutions are the product of health care reform. The private medical institutions reduced the government's investment to health care and met the diversified demand for medical services, while the policy restrictions, illegal practice impacted development of the private medical institutions. Therefore in order to encourage the development of the private medical institutions, the medical administrative agency is recommended to cancel the policy limits, better health planning, develop admission standards, strengthen inspection and administration, guide the healthy development of private medical institutions, meanwhile, the private medical institutions should also play a role in industry self-regulation, to maintain their overall image.
