| Objective:The purpose of this study is to review the development of community mental health services and organization system construction at home and abroad, to choose Futian District, Shenzhen and Qingshan District, Wuhan to conduct field research, to analyze mental health services organization system, and to study the establishment of community mental health services organization system in China, and so as to improve the mental health of community residents and the quality of life, to build a socialist harmonious community.Methods:Through the network, periodicals and books, this study has collected and collated existing community mental health services at home and abroad on the development process and organization system construction. According to subject, it has selected the community mental health service staff of Futian District of Shenzhen and Qingshan District of Wuhan to conduct the questionnaire survey. Meanwhile, 2-3 persons in each region who are the district authorities and the management personnel of community health service center are invited to do the in-depth interview. Then establishing a database through the Excel, all data derived from questionnaires is processed by SPSS software package (version 15.0) for descriptive analysis, t-test and variance analysis.Results:1. In China, community mental health services started late, and there is a certain gap with developed countries. In Europe and the United States and other developed countries, community mental health service system has been very sound and perfect, community mental health service has become an important place for people to prevent and treat mental disorders. In China, Beijing, Xinjiang, Shenzhen, Hangzhou and Wuhan and other places have started to carry out community mental health services and have significant effect.2. Currently, Futian District, Shenzhen has the total number of 92 community health centers. Each community health service center has at least one medical staff working in mental health services. The work mode is "County health department for the leadership, the district slowly clinic (district hospital) psychiatry as the backbone ,and every community as the purpose." Qingshan District, Wu Han has a total number of 14 community health centers. Each community health service center has a counseling room, with one or more of the professionals engaged in the specific work. The work mode is "district health Board and the CDC for the leadership, led Wudong Hospital, psychological experts to carry out community work."3. The survey areas in community mental health services on human resource allocation, the community mental health service personnel are mainly young, mainly concentrated in the 45 years of age, showing younger features. In the professional background, the medical personnel of Futian District, Shenzhen are clinical medicine profession, accounting for 50.00%, followed by nursing, accounting for 39.06%; the medical personnel of Qingshan District, Wu Han are nursing profession, accounting for 49.32%, followed by clinical medicine, accounting for 36.99%. There is no professional medical staff in psychology between them. Engaged in the current position, specializing in mental health services are too low ratio of medical staff, Selected number of times are to select the total number of 4.12%, 3.66%.In the number of years in mental health services, the two parts of less than 1 year are 57.03%, 50.68%.4. In the service content of the Survey areas, they all focus on mental health education and promotion, counseling and rehabilitation of mental illness guide. In the working form, Futian District, Shenzhen community health centre mainly are blackboard newspaper publicity and education, and psychological lectures. However, Qingshan District, Wu Han is mainly the community mental patient. In training, the training time of the mental health services staff is relatively short, or even most medical personnel have not received formal system of knowledge of mental health training. In the training channels, they can only rely on self-learning and lectures ways to enhance their service capabilities.5. Survey on whether compensation should be appropriate, the findings of the two regions was no significant difference, most mental health service staff think they should be paid accordingly. Qingshan District, Wu Han has higher proportion of paid workers, and higher satisfaction. Its medical personnel think it is matched with the work.6. The Recommendations in the work, Futian District, Shenzhen community mental health service staff think the most important issues is to be equipped with professionals; the staff of Qingshan District, Wu Han has an urgent need to improve knowledge and skills. In the motivate measures, community medical staff of Futian District, Shenzhen hope to make reasonable returns; community medical staff of Qingshan District, Wu Han want to have a good working atmosphere, The two regional mental health service staff all want to have the access to training and be assigned appropriate work.7. Community mental health services of Survey areas have achieved good results. As high as 78.08%, 70.63% of the medical staff think the mental health services have played the role in prevention and treatment. To the continued development of community mental health services, there is a high proportion of necessary, and in the two regions are as high as 92.19%, 95.89%.Conclusion:1. There are different operating modes and supervisory agencies between Futian District, Shenzhen and Qingshan District, Wu Han, but they are combined with their respective characteristics of community health services, and in order to ensure effective mental health services, and have achieved good results.2. The work forms of Survey areas'community mental health services and satisfaction of medical personnel are significantly different. Qingshan District, Wu Han is better than Futian District, Shenzhen, and its mental health services have been endorsed by most medical personnel, could be promoted.3. Community mental health services staff of Survey areas are young or middle age, are part-time, non-professionals. They just carry out services at a very short time, rarely undergo psychological knowledge training, and want more training. Compared with the developed countries, the professionals of community mental health service in China are seriously inadequate, and they have low degree of specialization.4. In the service content of Survey areas, they are focused on mental health education and promotion, counseling and mental illness guide. Compared with developed countries, it shows the characteristics of the single services. Countermeasures:To establish community mental health service system in China, we should adhere to government action, and implementation of special investment; integrate various resources, and establish community mental health service organization system; carry out a wide range of community mental health services for community residents; enhance staff training and improve the quality and skills of professionals; regularly carry out surveys, master mental health needs of community residents; improve the evaluation mechanism, and set up a scientific evaluation of community mental health service system.
