Objectives:This study uses JCI standards for reference, tries to establish a patient safety management system in the Chinese context, aims to manage patient safety scientifically and systematically, mitigate the medical risks, assure the patient safety and evaluate patient safety performance, and tries to provide useful solutions in patient safety management for health care leaders. Methods:This study take one hospital as research object, use a literature review, empirical study, statistical analysis and description strategy as research methodology. Firstly, we review articles in patient safety. System Theory, Human Error Theory and JCI standard were basics we used to construct Patient Safety Management System. Secondly, we built patient management system include establishing hospital patient safety management organization structure, build adverse event reporting system, use scientific method to analyze adverse event, set out clinic panic value warning system, be strict with staff privilege, standardize clinic process, innovate management measures-adapting tracer methodology to do clinic audit, emphasize staff education and training, develop patient safety performance indicators. Thirdly, we analyzed the safety indicator data in the year before JCI and after JCI, also we use a case study in Chemotherapy quality improvement. Descriptive statistics analysis, Poisson distribution was used.Results:1. Investigation results indicated that patient safety performance has improved significantly after JCI, patient complains rate decreased, surgical practice safety improved.2. Patient satisfaction was improved.3. Staff satisfaction was improved. Conclusions:Since Patient safety is a systems engineering, internationally recognized JCI standards contain both clinic and management areas requirements, our findings indicate that patient safety performance can be improved by applying JCI standard to hospital management practice. There were some limitations in this study. The sample should be expanded because of region limit. Therefore, further study about the effect of patient safety management in deferent ownership and hospital scale should be done.
