Objective To understand about the current status and characteristics of medical staff floating in(or out) in Anhui's township hospitals, so to be a reference in establishing the relevant policies about the human resources for health.Methods The survey applied the stratified random sampling method, randomly selected 8 counties in the north, middle and south of Anhui province (3, 3 and 2 respectively) as investigate sites, and investigated 5 random township hospitals in each county, 40 township hospitals in sum. During 2008 Aug. to Oct. , through asking key-figurers and looking up original materials locally by the investigators who invested deeply into the sample unit, the one on medical staff floating in(or out) from 2006.1.1 to 2008.7.30 has been collected by the self-made investigation tool.Result 1.The annual inflow rate among the respondents was 3.8~5.9%, the outflow rate was 2.0~4.6%,the net inflow rate was among 1.2~1.8%. 2. Of the influent people, males occupied 43.7%, people under 25 years old took up 56.3%, individuals with diplomas from college and graduated from technical secondary school were 49.7% and 43.1% respectively, 51.3% of this group did not have job titles, 41.1% were doctors and 35.5% were nurses, 62.4% joined via open recruitment. 3. Meanwhile, in the effluent group, males occupied 41.0%, people under 25 held 12.2%, people with college diplomas and graduated from secondary school covered 35.3% and 52.5%, 5.8% did not have job titles, doctors and nurses were 54.7% and 18% respectively, 36.0% of the effluent group left to higher level hospitals. 4. With respect to the medical staff floating in(or out) in township hospitals ,there was no significance statistically in the gender constitutions(p>0.05) ,while the differences among ages, professional titles, degree of education and post constitutions were statistically significant. 5. Concerning the medical staff floating in different areas (the north, middle and south of Anhui province),there were no significance statistically in the gender and post constitutions(p>0.05), while the differences among ages, professional titles, degree of education and origin constitutions were statistically significant.(p<0.05) 6.Concerning the medical staff floating out in different areas, there were no significance statistically in the gender, professional titles and degree of education constitutions (p>0.05), while the differences among ages, post and disposition constitutions were statistically significant (p<0.05).Conclusion 1. The contingent size of medical staff in Anhui's township hospitals increased slightly in keeping a stable basis from 2006 to 2008. 2. The work experience and professional competence of effluent group were higher than the influent group. 3. The construction of positions shows that the view of attaching more importance to treatment while looking down prevention still existed in township hospitals. 4. In comparison, the educational level of the influent group is higher in the middle area, with a relatively higher floating ration in open recruitment, while in the north and south of Anhui province, the floating ration is relatively higher in dispatch. 5. In comparison, the medical staff floating out in the middle area were older , with a relatively higher floating ration in retirement. While a higher proportion of medical staff in the north area went to the same level health organizations .In the south area, medical staff tended to the superior organizations.
