The importance of the rural public health work increasingly expand with the change of the crowd disease spectrum and the degree of population aging in China. Since2009, China has begun to implement the essential public health service (EPHS). At present, EPHS has become the main task and program of the public health in the primary level of rural areas. As the main pivot and undertaker of the rural essential public health services, the competency of the public health workers in the township health centers, which directly decides the public health services’ quantity and quality of the rural residents. Up to now, some research about the public health human resources in township health centers mainly concentrates on the external factors, such as their educational degree, professional requirements and practicing qualification, while lack of effective analysis means and methods that influences the effect of public health work. This article digs deeply the internal factors that influence the public health workers working effectiveness depends on the micro competency theory to provide creative ideas for the township health centers’ public health manpower development in the rural areas.[Purpose] To identify the internal factors that influence the township health centers’ public health workers working effectiveness in the rural areas by constructing the competency model of township health centers’ public health workers. To test and evaluate the competency quality of the township health centers’ public health human resources in the sample areas by establishing the competency quality scale of the township health centers’ public health workers. To put forward some suggestions of the development of the township health centers’ public health human resources by studying internal and international human resource management experience.[Methods] Behavior Event Interview (BEI) was adopted to constructive the township health centers’ public health worker competency quality model so that identified their core competency quality.16township health centers’ public health workers came from Sinan county, Guizhou province were interviewed, or which14quesuoimanes were (?) The14persons were divided into2groups,7persons in the outstanding group and7persons in the ordinary group. Situational Judgement Test (SJT) was adopted to establish the township health centers’ public health workers competency quality scale to exam the core competency quality levels.69public health workers were tested in Sinan county, Guizhou province and Nanyang county, Henan province, of which64questionnaires were valid. To test the construct validity and criterion validity by using the confirmatory factor analysis (CFA) and correlation between the external criterion result and the questionnaire result, respectively. Moreover, other research methods such as the Literature review, the working analysis, expert consultation, correlation analysis, t test, Chi-square test, cluster analysis were used to do relevant statistics analysis,too.[Results]1. There were significant differences in success orientation, learning and growing, teamwork, flexibility and adaptability, responsibility of the outstanding and ordinary groups, according to the results of the BEI analysis.5kinds of quality were chosen as the core competency model of the township health centers’ public health workers.2. The competency quality testing indicators of the township health centers’ public health workers highly fit the first measurement model by the CFA analysis, and the questionnaire was valid. The validity of test results showed that there was significant difference of the competency quality scores between the outstanding and ordinary groups, and the model was valid.3. According to the evaluation results of the township health centers’ public health workers in sample areas, the public health knowledge and skills was not ideal about the township health centers’ public health workers. There were not significant differences between the knowledge, skill and competency scores and the educational level, professional requirements and the practicing qualification for the interviewees. The scores of the knowledge, skills and the competency existed insignificant differences. There was significant difference in competency quality between the outstanding and the ordinary groups, while there were not differences in knowledge, skills, the educational level, and the constituent ratio of profession and practicing qualifications.4. Many countries contributed a lot in improving the public health manpower ability and the stability of the staff. There were higher reference value in building professional institutions and majors for rural areas, establishing technical certification system for the countryside, and carrying out the on-job-training of the public health workers.[Conclusions&Suggestions]:1. It shows high application value that township health centers’ public health workers competency model corresponding with the practices of public health work in rural China by the way of BEI.2. The professional quality of the township health centers’ public health workers, especially the professional quality of service need to be improved. At present, the problems of the defective professional requirements and the practicing qualification assessment system, personnel selection evaluation, remuneration design, and performance assessment system has being still exist in the township hospital public health manpower management.3. Suggestions:The public health manpower research level is improved for supplying the theory support of the manpower construction. Establishing and complete the rural public health work education and quality certification system. Completing the township health centers’ public health manpower selection and evaluation system based on the competency evaluation. Consummating the performance assessment system of the EPHS to develop the feasible health service indicators.[Innovation] It is the first time to research the primary level of public health workers in rural areas by adopting psychological measures and research methods to dig the key factors of influencing the public health service performance from the perspective of their intrinsic characteristics. The township health centers’ public health workers competency model is highly consistent with the rural public health work with the method of BEI that will have valuable significance for the township hospital public human resources management. The developmental scale can be as the basis of the township health centers’ public health manpower evaluation scales development for which have high validity and practical value.
