The township Health Center in the rural area is the center of medical prevention healthcare network on the third level in China. It plays a vital role in undertaking the medical sanitary service for the rural residents. It not only provides the medical service for the residents in its jurisdiction areas and the people nearby, it also undertakes the work on health service, such as sanitation and anti-epidemic, healthcare recovery, technical guidance on birth control, endemic disease preventing and controlling as well as health education. Along with the advancement of the healthcare reform in Chinese rural area, the development of township Health Centers arouses more and more people's interest. As a matter of fact, the key of strengthening health centers'construction is to train qualified personnel. Based on adequate retrospection of concerned literature, the thesis has employed methods such as questionnaire and group discussion, which makes us understood the overall status quo in rural township Health Centers of Yunnan Province. Administrators, staffs, residents and villagers have been interviewed, 142 township Health Service Centers of 12 counties have been investigated, which include every three selected counties from Kunming city, Chuxiong prefecture, Lijian city and Lincang city. The investigation shows that the situation of the personnel allocation in the 142 township Health Centers of Yunnan Province is irrational, which includes lack of medical staffs, low educational quality of medical staffs, the limited health service ability and the low utilization rate of sanitary service. It specifically demonstrates that: (1) every thousand people on average possesses of only 0.627 sanitary personnel; (2) the educational level of personnel is low, more than 50% personnel graduated from senior high school or technical secondary school; (3) people who has received elementary education is in the majority which exceeds 50%, while person received secondary or higher education is in the minority; (4) the personnel in the 142 Centers can't offer good sanitary service; (5) these Centers cannot satisfy the local residents'demand for the sanitary service and their development is sluggish.The thesis is devoted to put forward the following countermeasures to solve the above-mentioned problems: (1) the government should provide enough support on the policy and finance to rural township Health Centers; (2) the reform of rural township Health Centers should be further deepened; (3) the personnel management system should be progressively established in the rural township Health Centers; (4) the human resources development mechanism should be established and the instruction on sanitary technology by the sanitary institutions of the higher level in the township Health Centers should be reinforced; (5) the medical educational system catering to the rural township Health Centers should be established.
