Along with the in-depth reform of the medical care system, "shortage of health resource" and "exorbitant expense in health care" , have become current prominent social problem in China. One report named "China's medical care system reform failed" drew wide and complicated opinions and its influences have not been settled so far. Health Minister Gao Qiang said, the overall shortage of health resources, health development lagging behind economic development, and unreasonable allocation of health resources, constitute the important factors for this problem. And effective allocation of resources is the core of the study. The research object of this study is Fujian allocation of health resources. The aim of this paper is through material collection, statistical data, quantitative analysis and theoretical application, to do research on current status of health resource and existing problems in Fujian; by using existing statistical information related to the Fujian allocation of health resources, to analyze the Fujian allocation of health resources in theory; based on these analyses, to evaluate the existing health policies, to discuss regional health planning in Fujian, then to raise improvement countermeasure, and to provide reference for more in-depth reform in medical system in Fujian. Through surveys and data analysis, the results show that, Although Fujian health are developing in a rapid way, the total health resources is still short in Fujian; the converse triangle distribution of the health services, which is incompatible with the public demands, result in a waste of resources. In light of these circumstances, wesuggest fully exploiting the two kinds of functions of means of market and government,, to control the gross of health resource and structural adjustment with socioeconomic development and public demand, strengthen regional health planning applying, optimizing the increased health resource allocation, setting up rational competition surroundings, to accelerate the construction of multi-level, function clear and mandate explicit medical services structure.
