The rapid economic development speed up the process of globalization.And the management structure of organization sifts from a pyramid-style into a flat simultaneously. The flat style organization emphasizes staff collaboration, so the role of organizational citizenship behavior became increasingly obvious. Because it lubricates the organizational relationships, helps the organization to maintain a harmonious atmosphere, and has an important role on the organization's performance.But the current organizational citizenship behavior research mostly conducted in the west, and limited in enterprise. There is few Chinese local study. And medical staff's OCB research is mostly sifted from enterprise. It does not take into account the special professional nature of medical personnel, and is not strongly targeted.The research takes the random sample from public hospitals in Jinan City as investigated objects. Literature research, discussion, questionnaire survey are used to collect data. And then factor analysis as data processing worked out a medical staffs OCB questionnaire. The aim is to find out the organizational citizenship behavior factors of medical personnel in the context of Chinese culture, and develop a scientific and normative OCB questionnaire.On the basis of questionnaire, the study investigates the present situation of medical staffs' OCB, and explore the medical staff's OCB differences between different variables. Firstly the research collected items by literature research, discussion and open questionnaire. Specialist from Psychology and Management to analyze the items, then the preliminary test take a shape.It contains 36 items.The results of the study showed that:(1) The new designed questionnaire has high reliability and fair validity,it can be regarded as a kind of evaluative implement on medical staff's OCB (2) Medical staff's OCB has three factors,they are civic responsibility,active participation and responsible behavior(3) There are significant differences between different variables:the male is significantly higher than female on active participation; and the married is better than the unmarried on active participation. Different education background have different performance on civic responsibility and active participation etc. Finally, according to the findings, the study brings forward constructive suggestions about hospital management.
