The Current Situation And Problem Solving Study Of Hygiene And Epidemic Prevention For The Armed Force At Basement Layer

During all kinds of acident public affairs and previous wars, hygiene and epidemic prevention acts as one of the most important parts in the health service support. It controls the happenence of the infectious diseases and prevents it from widely spreading in the armed force. It helps to improves the soldiers'health, and therefore solidify the battle effectiveness. No matter in peacetime or wartime, the protection of the armed force at basement layers has always been the first line of health service. They have the double function of "ensuring health in peacetime,and victory in wartime". In the new time, we aim at that every work will base on the people, aim to throughly carry out from a scientific and developed view, and to construct an enlightened, hygienical and accordant barrack. However, an important content of these work is to put hygiene and epidemic prevention of basement layer into effect from all aspects. At the same time, it is also the key component and condition for the construction of hygiene and epidemic prevention system, the improvent of soldiers'healths, and the implementation of the aim for the healthy china in 2020. Both in the normal time and wartime, hygiene and epidemic prevention is so important that it is a emphasis for the hygiene construction and reformation in the present army. It is also a fundamental task for the health service support of prospective military affairs. Thus one substaintial research topic in the full-scale construction of the army is to strengthen the hygiene and epidemic prevention of the armed force at basement layer.The present research analyzes the current situation of the hygiene and epidemic prevention of the armed force at basement layer, and proposes a new prevented mode for the armed force at basement layer, by combining modern batter with the new medical mode. Through the investigation of health service prevents for the basement layer, there are some contradiction and weakness mainly from six aspects. Firstly, the concept of the hygiene and epidemic prevention is very weak. Secondly, ranking system and management have defects. The third is the operation of healthic insititution lack activation. Fourth, healthic and protected equipments are insufficient. Fifth, the implementation of hygiene and epidemic prevention is not enough. Finally, the protections from nucleation, chemistry and biology can not be carried out. Based on the current situation of he hygiene and epidemic prevention of the armed force at basement layer, and also referenced on the healthic prevention inside and outside the country, we propose several new strategies for the strengthment of hygiene and epidemic prevention of the armed force at basement layer. The first is to make a general planning for the healthic prevention. Secondly, its system of administration must be reformed and improved. The third is to increase the protected effectivemess of healthic prevented equipments. The fourth is to carry out the regulative construction of the hygiene and epidemic prevention. The fifth is to establish health center in areas. The sixth is to set up an active and variformed mode for the hygiene and epidemic prevention. The seventh is to improve the operation of the hygiene and epidemic prevention.
