Armed Police Force hospitals are a crucial composing of the armed police forces, which locate in capital cities and some important cities across the nation. Her aim is to serve the common masses, the officers and soldiers, and the fruits of victory in socialism. What her main missions are to ensure the medical treatment for armed police forces, to take precautions against the problems in health care, to educate people about the knowledge on health, to constantly bring forth new ideas, and so on as she has become the chief unit to offer health care for the local residents. However, because of the problems like managerial system, Armed Police Force hospitals present some common issues. The input of funds can not meet the needs of the medical service system; the overall quality of the technology and ability are relatively low; the managerial system is not complete which has no standardized strategies of development and corresponding performance evaluation system; the administration of free medical service is not strong enough to deal with the problems of waste.This article creates the tentative performance evaluation system for Armed Police Force hospitals based on the Balance Scorecard. According to the theories of Delphi and Analytic Hierarchy process, 40 presidents in employment and 20 experts in management are involved in the investigation which is conduced for 4 rounds. The outcomes are of the same view and they determine the content of the performance evaluation system which consists of 4 dimensionalities, 13 objectives, 36 first-class indexes, 31 second-class indexes, 12 third-class indexes, 17 forth-class indexes, and all of them have been endued with weigh.The results of the research on the data collected in main hospital from 2004 to 2006, using comprehensive index method, are basically matched with the developmental situation of the hospital. They prove the highly reliability, practicability and pertinences of this system.The main features of the system: 1) it is designed according to the basic principle and theory of Balanced Scorecard; 2) it emphasizes the differentiation, establishes the major courses and specialized courses and accelerates the progress for individual, which will promote the future development of the hospital and improve the competition proficiency; 3) it has strong feasibility and applicability. The performance evaluation system is available for military hospital. And it has referenced value for the other non-profit medium-sized or mini-sized hospitals.
