Recruits is a special collectiveness in PLA and their physical health is related closely to army's capacity to fulfil effectively the military tasks. Therefore, it is very important to keep them from the harm of the epidemic, infective diseases and other medical problems. Because there are a series of successful work and research experience in hygiene and epidemic prevention for the recruits, it is necessary to standardize these experiences and make them to become the rules of laws, which can promote the work of the hygiene and epidemic prevention advancement from the empiricism to the scientific specification. The aim of this study is to protect the health of the recruits and to enhance their military work capacity.The successful work and research experiences in hygiene and epidemic prevention for the recruits had been summarized and abstracted. Then based on the theories of the preventive medicine and standardization, the draft of Specification of Hygiene and Epidemic Prevention for Army Recruits had been worked out through studying materials, investigating in the army's units and discussing with the experts and officers. After that, the draft has been reworked several times as demanded by the submitting procedure. At last, this national military standard was formed. It consists of seven chapters including 55 rules, such as "range, citation, terms and definition, general principle, recruits assembling, recruits transportation and recruits training." The main contents of this new standard include the hygienic and preventive technical requirement, standard and management, which is put forward to the three stages of recruit enlistment, i.e. recruits assembling, recruits transportation and recruits training.This new standard supplies a gap of the national military standards for recruits' medical service and is a supplement to the national and army medical standardization system. It becomes more effective that army medical workers offer good service to the recruits. It can be expected that the army will be more powerful than ever with the enrollment of more and more recruits who are kept healthy and strong.
