Research On Sustainable Development Of New Rural Cooperative Medical Schemes Of China

The rural cooperative medical system (CMS) had play an important role to relieve peasants'burden of diseases in China. The CMS,the net of medical service and the village doctor are the three key point to resolve the problem of peasants'medical demand in developing country. Since 1990's diseases have become one of major reasons resulting in poverty in rural China with the rapid growth of medical expenditures. It is an urgent task that rural medical security systems be established as soon as possible in order to improve availability of rural medical service. Due to the imbalance of economic development in different regions of china, it is not possible to establish a unified rural medical system at present time.The Purpose of this research is to find out the new situation that the CMS faced and the factor that influenced the CMS, and put forward to the strategies and recommendations to achieve the sustainable development of development. This article reviews the history of CMS development, focuses on an analysis of the reasons for the decline of CMS. The study found that the reform of rural owed system,the shortcoming of CMS and the confused idea of reforming and opening-up are the key factors that CMS declined. After analyzing the social changes, the article elaborates that the changes in the structure of rural society, the impact of market economy values, and the lack of the formation mechanism are the new situations which CMS faced. The national public policy, the farmers of subjective understanding and objective affordability are the factors impacting development of CMS. Finally the research thinks that the responsibility of government,increasing income of peasant, improving the design of the system and strengthening its support construction are the key points to realize the sustaining develop of new CMS.
