Public finance is the target mode of China's financial reform in the market economic system. The government's main duty will change from direct intervention in the economy to manage the social utility and protect the livelihood of the people. As a unique and has Chinese characteristics rural health model, the Rural Cooperative Medical System(CMS),which has been more than half a century of history in our country, has played an important role in the political, security and economic health of farmers in different stages of history. The CMS, the net of medical service and the village doctor are the three key points which has been noticeably improved Farmers health. This rural medical service system and the security system combined by initial funding mechanisms and basic health care fully reflected the health service and the fairness and respect, which effectiveness and achievements recognized by the world. Due to the imbalance of economic development in different regions of china, it is not possible to establish a unified rural medical system at present time. The government start a new explore.The purpose of this study is to analyze the new situation that the CMS faced and the factor that influenced the CMS. As farmers stressed the principle of voluntary participation in the new CMS, farmers' subjective initiative has great significance to the system development and the consolidation. So, this study which based on the investigations of the 300 farmers in Baoji City is to understand the majority of farmers' knowledge, attitudes and preferences to the cooperative medical. This paper is composed of 6 parts: the first chapter begins with China's rural health status. The author pointed out the sense of the research on the new cooperative medical system, recalled the situation in China, and put forward the studying methods and angles of this essay. The second chapter uses the theory of public goods defined the cooperative medical economics attributes as quasi-public goods. The third chapter recalled China's cooperative medical history and analyzed the decline of the cooperative medical reasons and the lessons of history. The fourth chapter summed up the new cooperative medical content and features, and introduced its new development. The fifth chapter proposed study design, study assumptions, data sources and analytical methods. The sixth chapter, as a focus of the article, firstly introduced the basic situation of samples, thorough analyzed medical factors affected farmers in the cooperative medical, then further explored the main issues in the process of the new CMS implementation, and based on that advice. The last chapter summed up the basic conclusion of the study, pointed out the limitations of the study and the prospects on the future research, which providing a theoretical basis for the public finances involved inThe possible innovation in this paper follows: for the current researches on the new CMS are only directed at a particular area, this paper attempts to analyze CMS as much perspective as possible. From the introduction of the nature of public goods, the research begin with the development process, combine with the author's on-site investigation, through the acquisition and analysis of first-hand information, and with the combination of micro and macro, quantitative and qualitative analysis. The article mainly manifested in the lack of data limitations, as a quantitative study, the first problem is data collection. However, as the limitations of human, material and financial resources and other factors, there are some deficiencies about data used in this paper: First, the survey only about one area. Second, the sample size is limited. Although the capacity of the sample size (300) meets the basic requirements to the social statistics, the study is slightly less than accurate.
