The New Rural Cooperative Medical System has had a certain impact on the supply and the demand of medical services in rural and pastoral areas since 2003.It has made up for the rural and pastoral areas of China's institutional arrangements for health service system and the shortcomings of long-term lack of government responsibility for health services in rural and pastoral areas activated laid the foundation for the market. Based on supply and demand perspective, taking the Ordos in Inner Mongolia as example, through field investigation, this paper study on the impact that the implementation of new rural cooperative medical system of rural and pastoral areas on the main of the medical supply and demand. First of all, assessed changes in township hospitals after implementing of new rural cooperative medical system; secondly, assessed the changes of reorganization of demand,awareness,willingness to participate in it, treatment acts, economic life of farmers and herdsmen. The results show that: The New Rural Cooperative Medical System improved the township hospitals and health services accessibility, however, it is very limited to improve the efficiency of township hospitals'resource use and quality of health services; The New Rural Cooperative Medical System improved the attendance rate and hospitalization rate of herdsmen to some extent, alleviated the problem of expensive medical treatment, but it is not significant to improve the health and income of farmers and herdsmen's.
