The Sustainable Development Of Rural Cooperative Medical Analysis

The rural cooperative medical system (CMS) had played an important role to relieve peasants' burden of diseases in china. The CMS, the basic net of medical service and the village doctor are the three key points to resolve the problem of peasants' medical demand in developing country. Since 1990's diseases have become one of major reasons resulting in poverty in rural china with the rapid growth of medical expenditures. It is an urgent task that rural medical security systems be established as soon as possible in order to improve availability of rural medical service. Due to the imbalance of economic development in different regions of china, it is not possible to establish a unified rural medical system at present time. The government start a new explores. My research starts in this policy background.The purpose of this research is to find out the general regulation the sustaining develop of CMS and the factor that influenced the CMS. At the first part definite the meaning and characteristics of the CMS, looking back present local research condition of the CMS. The second part will carry on the analysis to the CMS from the economics angle, in order to look for the economics foundation of the CMS and the theories predicament we faced. The third part will carry on the review towards CMS public policy process from history angle, make a contrast analysis between the history environments of different stage, and inquire the practice path of the traditional CMS. In this research we found that the core problem of CMS is to raise enough funds, the key to the problem of raising funds is determined by the attitude of government: Whether government has enough will to participate. The fourth part take the real experience of Chengdu around area in 2004 and 2005 for instance, pick up some obvious problems appeared in present practice, and give related policy suggestion to these problem from following angles: Strengthen national will, persist big disease compensation mode of CMS, build long-term, stable increased money raising mode and the related reform etc.The creation of the thesis is the analysis to the CMS from economics and games angel. Finally we get the conclusion that government political will is the determinant factor of the sustaining development of CMS. Around this core factor, I launched the homologous policy research. I think the arrangement the CMS system should like the following three layers: the microscopic view level keeps the farmer to participate the right voluntarily, the medium view level strengthens the support and regulations to the local government, the macroscopic level construct "superstructure" support system. In this arrangement we can realize the stability and sustaining development of CMS. At the same time we also suggest to establish salvage system to improve the "positive triangle" compensation mode of CMS. Keep the right of "vote by foot" of the farmer, build up elastic financial transfer model of the CMS etc. These measures also show some new view.
