Research On Sustainable Development Of New Rural Cooperative Medicalschemes Of China

We know China is a great country of agriculture, The problem about pleasant, countryside and agriculture has been a comprehensive and strategic issue of China for a longtime. Relates to the overall process of the socialist cause. State policy has long been tilted to the city and our city's medical system facilities have been basically perfect, China has established a relatively complete social security system in the city, but in our vast rural areas, still lack health insurance system, the situation that farmers become poverty and return to poverty because of issness has been occurred often, which runs counter to the idea of a harmonious socialist society.As the Medical-care System in rural China,the Rural Cooperative Medical-care System(the RCMS)had played the vital role in meeting the rural inhabitants'basic medical needs and reducing the rural inhabitants'burden of medical services.The RCMS,the net of medical service and the village doctor are the three key point to resolve the problems of peasants'medical and health successfully,and it was a miracle the developing country can do this under such a shortage of resources situation,and this typical experience was promoted in the world scope.But along with the changing times and social development,The RCMS was gradually moving toward decline,as a result,the rural inhabitants'had changed to a community without any medical safeguard again. After entering to the 21st century,the demand of the peasants'medical security is increasing,Confronted with such a severe condition of rural health, Chinese government Put the Problem of Peasant medieal security to the important sehedule of offical business.In 2002 Chinese government and State DePartment Published the decision about strengthening rural health work.Afterwards, Ministry of health, Ministry of civil,administration and Ministry of finance Published the instruction about developing experimental work of new rural cooperative medieal sehemes(NRCMSs) and required to build NRCMSs.Since the experimental works,many areas have got the considerable effect.But many researches also showed that there were still many Problems in experimental works.Furthermore, it is still uncertain whether this Policy may come into the normal track and can be implemented fluently? Whether it will repeat this history and the ups and downs?whether this good policy can continue to develop?we should obtain experiences and lessons from the standPoin of history and analyze the influencing factors of sustainable develoPment of NRCMSs so that we cane explore the new Path to develop NRCMSs.
