Research On Efficient Use And Equity Of Health Resources Among Township Health Centers In Shijiazhuang City

Objective:Township health centers are important chains of healthcare system in rural area of China. The medical service ability andefficiency are essential for the rural health system, which containsprevent diseases, health care, primary medical services and birth control, and the adaptation of market economy in socialism and the development situation of rural economy. The government enhancedthe inputs in recent years. This study attempted to evaluate the efficient use and equity of health resources, to explore the problems existing in the aspect of allocation and utilization of health resources through the analysis of current status and problem of health resources in township health centers in Shijiazhuang city, so as to provide information and the policy options for policy makers to make and deepen health sector reform of Shijiazhuang city, and to implement regional health planning and to optimize the health resources allocation for the government.Methods:The survey covered 220 township health centers in Shijiazhuang city. We conducted field survey to collect data The major contents include:personnel,the equipment,the finance information,etc. All the data collected by the pre-trained staff. Results:1 At the end of 2006,the average housing area was 1418.24m2 in every center hospital, new housing area was 137.08m2 in 3 years, the total of single pieces of new equipment more than 500 yuan was 28.67 wanyuan in every center hospital, 26.14 beds, Medical personnel were 32.0, average service population was 35,800,average hospitalization was 5.49 days, the bed using rate was 34.87%, the outpatient amounted to 14834.95,inpatient amounted to 443.47.2 At the end of 2006,the average housing area 598.30m2 in every general hospital, new housing area was 113.53 m2 in 3 years, the total of single pieces of new equipment more than 500 yuan was 10.59 wanyuan in every center hospital, 9.48 beds. Medical personnel were 13.30, average service population was 32,200, average hospitalization was 3.08 days, the bed using rate was 25.92%, the outpatient amounted to 13987.82, inpatient amounted to 319.15.3 At the end of 2006,area of building of the township health centers and the average number of out-patients and hospitalized patients,average income professional's occupational,the bed using rate has increased by 14.79%,20.59%,26.02%,15.77%,5.41% compared with indexs in 2004.4 The result of equity of health resources distributed by population shows that the distribution of health professionals, medica equipments is relatively better than the distribution of these health resources by area is relatively reasonable.Conclusion:1 The township health centers in Shijiazhuang developed quickly,but there are many problems ,such as poor basic equipments, insufficiant personnel and capability, unbalanced development and deficient financial investment.2 Distribution of material resources and human resources were obviously focused on center hospital. Health resource utilization of center hospital was higher than general hospital.3 The result of equity of health resources distributed by population shows that the distribution of health professionals, medical equipments is relatively better, the distribution of these health resources by area is relatively worse.4. It is recommended to control the quantity and structure of medical resources by implementing regional health planning in Dongying city, which will be meaningful.for improving equity and efficiency of health services.
