Background:Hospital Quality management is the core of hospital management, the level of hospital quality directly reflects the hospital's technical strength,reputation and influence and determines the hospital's survival and development. At the same time, as China's economic development and improvement of living standard, people has put forward higher requirements on the quality of medical services; with the acceleration of the process of economic globalization and reform promoting of national medical insurance system, medical and health system, and the pharmaceutical distribution system medical, medical market competition is increasingly fierce and the hospital is facing an unprecedented challenge. Therefore, improving the quality of hospital management, structuring effective hospital quality management system is the basic conditions in order to achieve efficient management of hospital quality, and is also important premise to achieve sustainable development.Purpose:This research is the study of the classified comprehensive management by objectives of clinical department implemented in the affiliated hospital of medical college Qingdao University that analyses its quality management system and operation condition and provides the reference and proposal for exploreing a suitable quality of management methods of China's state-owned non-profit hospitals.Methods:The methods used in this research mainly includes two types. The first one is to summarize the documents about the classified management by objectives of clinical department in order to understand hospital quality management organizational structure and analyse its composing of index system; The second one is to evaluate their performance of the two representative departments by fuzzy math, and then ,to discuss the results of evaluations of the quality management methods ,finally, to analyse its applicability to put forword a set of universally applicable quality management methods.Main results:(1) Fuzzy comprehensive evaluation results of the two selected clinical departments are all above on a better level, the results indicate that the departments achievement is greatly improved than before. (2) The survey results showed that the hospital internal and external satisfaction including degree of patient satisfaction, degree of trust among branch directors, degree of satisfaction among different departments are all above 93% and effectively improved. (3) Average staying length of the patients discharged from hospital is shortened 2.9 days during three years. (4) Total number of published papers of the department members had reached more than 20 by 2006. (5) Put forward the universally applicable framework of the classified comprehensive management by objectives of clinical department.Conclusions and recommendations:(1) The classified comprehensive management by objectives of clinical department is of great significance for the full raise of the department management level, for strengthening department modularizing construction, and for achieving the maximum quality and efficiency. (2) With the actual situation, comprehensive learning the theory of the classified comprehensive management by objectives of clinical department. (3) Improving the quality of hospital management organizational structure. (4) Establishing a reasonable system of the object. (5) Establishing an effective system of evaluation, rewards and penalties. (6) Forming constantly hierarchical upward virtuous cycle through constant operation.
