System Reform Model Study In Public Hospital And Private Hospital

It is very difficult to see doctor and treatment is very expensive. This is one of the focus social problems that people reacted strongly .The reason is that medical services supply poor welfare, government reduce inputs, the price of drugs is high, the coverage of medical insurance is narrow. At this stage the health care system caused the increasingly tense relationship between doctors and patients. Social contradiction is deeply. Reform of the medical system is urgent. Medical services reform is the focus reform of health care system and public hospital and private hospital reform are the top priorities. Study on China's public hospital and private hospital reform model to improve the health of people and building a harmonious society is of great realistic significance and theoretical value.The text is divided into four parts. The first part is the basic theory. First is the concept of the system, reform, public hospital, private hospital, health care system and then explore its theoretical basis. The second part introduces foreign healthcare system and supply the experience of reform of foreign public hospital and private hospital for our reference. The third part through three cases, analysis the status and problems of the public hospitals and private hospitals and propose that public hospital reform by the government-led and the private hospital reform by market-oriented are the complementary model for reform. Public hospital reform need government increase investment and maintain public welfare after regional planning, establishment an effective internal control mechanisms, such as the personnel system, the incentive system. Private hospital introduces market competition to the large-scale and industrial development, supply multi-level services, becomes an effective complement for public hospital. The fourth part analysis the difficult problems in reform process such as the gray income, lack of medical personnel, and put forward reasonable suggestions. This paper strive to be innovative in the following aspects: First, after comprehensive analysis on public hospital and private hospital, resolve the contradiction by the government-led or market-oriented in our hospital reform from a new perspective, creating the hospital reform model, and give a path to achieve. Second through case studies, along asking questions, analyzing and resolving problems in the realization of the idea and then draw a conclusion.
