Analysis On The Running And Equity Evaluation On The Allocation Of Health Resources Of Community Health Service Centers In Shanghai From2003to2011

To develop community health services is important to Chinese health care systemreform, and is also the best starting point to promote the population health. However, thedevelopment of community health services of Shanghai is uneven in urban and suburbanareas. Overall, the running situation in urban is superior to suburban. As a main framestructure of suburban health system in Shanghai, suburban community health serviceCenters are important backstop of the new rural medical collaboration system，and also thepoint of the health reform. To contrast and analysis the operation status of urban andsuburban community health service centers in Shanghai, the bottleneck problems existingin its development could be emerged. As community health service centers are animportant part of Shanghai health care system, researches on how to improve the efficiencyof health resource allocation based their particular characteristics. Therefore, it’simperative to seek appropriate strategies on how to synchrony the development of urbanand suburban are of great significance.Considering urban and suburban community health service centers in Shanghai asthe analysis pool, we assessed their operating status from the year2003to2011, by usingboth economical and statistical methods. Based on the analysis, we further analysiscommunity health resources allocation in the two different areas, the quality of communityhealth service, the supply and utilization efficiency，and influencing factors of the centers。.This study was intended to search for the main problems and reasons and further to explorethe management and operation mechanism of community health services adapted for itsdevelopment,。It is to promote the balance of community health service development andto provide the reference and recommended methodological basis for further research oncommunity health services。Ultimately, it is to formulate the functional framework ofcommunity health services system in Shanghai。Results show that, the community healthcenters of urban and suburban played the complementary role to improve the health systemin Shanghai and to improve the community residents’ access to medical services. The mainresults of this study included: Lorenz curve and Gini coefficient were used, and there wereno significant there were differences in the average level of community health servicesresources; the services of quality of community health centers in urban is superior to that insuburban. It is more reasonable of services concepts and services manners of communityhealth centers in urban in providing basic medical and public health services with more accurate positioning of service functions, while the community health centers in suburbanwere still focus on economic benefits. Based on above results, we carefully providesuggestions as follows: first, the government must provide a good policy environment forcommunity health centers according to their own conditions; second, the principal ofinsisting that combining fairness and efficiency; third, community health centers shouldfocus on quality improvement, as well as collaboration with other medical and healthinstitutions.
