Study Of New Country Cooperative Medication System And Its Implementing Environment

The New Cooperative Medication System is based on the mutual medical help between the farmers organized, guided and supported by the local government, and serves as the main form of execution for the rural medical assurance in China.The New Cooperative Medication System enhance the farmers'economic accessibility to the medical services in some extent, but at the same time, it facing many issues, and existing its own system defects, also these problems are closely related with the external environment in which this system implement. So studying how was The New Cooperative Medication System influenced by the external environment and how does it adapt to the external environment can develop and consummate it in theory, solve practical problems.This study, taking the analysis of literature data and representative investigation as the base, used former research fruits for reference, applied historical method , contrastive method, normative and demonstration method,then mainly described the systems' implementing environment from two faces, i.e., broad sense and narrow sense. Besides, the environment's effect to the New Cooperative Medication System and the system defects under the restrict of the environment are also been studied and analyzed.Speaking from the view of broad sense, under the setting of social transformation and urbanization, The New Cooperative Medication System should be take such rule as the development direction, i.e., keeping guarantee system of urban and rural's medical integration; besides after reform and opening, the whole medical service system became commercialization and marketization completely, in addition, the improperness of the goverrment's control measure, all of these result the behavior distortion of medical institutions, and the growth of expenses for medicine at full speed. The unfeasible high cost of medicine may decrease the farmers'benefit level, and weaken the policy target of the New Cooperative Medication System.Speaking from the view of narrow sense, as the medical guarantee subsystem of rural health system, The New Cooperative Medication System's effective implementation must be the result of the interaction with other subsystems which have perfect function. But, at present, in China, the resourcelessness and lower service level of the rural health system, and the over restriction to the farmers' hospitalize option, all of these may decrease their benefit level, and effect the enthusiasm of taking part in the cooperative; the management institution of new medical cooperation have difficult to supervise and control the supply side's behaviors of medical service effectively; the orientation of taking the insurance of serious sickness as dominated may make the fragile prevention work in Countryside even worse.Besides, in this paper, the typical cases of new rural cooperative medical system are studied and analyzed through several aspects, e.g., its implementing scheme, operation condition of pilot project, and external implementing environment. So as to understand the condition of pilot project of new rural cooperative medical system in the central and west of China, and the problems of new rural cooperative medical system under the special environment in these areas.
