| The farmers’ health rights and interests are the most basic conditions for the realization of farmers’ rights and interests,and they are related to the protection of rural survivability,to the rejuvenation of the rural economy,and to the development of the rural society and the stability of the overall situation.All along,the party and the country have attached great importance to rural peasants’ medical security and protection of peasants’ health rights.China’s rural medical system has experienced the evolution of the three forms of traditional rural cooperative medical care,the new rural cooperative medical care system and the urban and rural residents’ medical care system.Under the background of the continuous development of the rural cooperative medical system,Henan,as a country with a large population and a large agricultural province,has undergone continuous reform and innovation on the basis of practice and theoretical development.When the traditional rural cooperative medical system could not meet the requirements of social development,Henan Province,under the call and leadership of the national policy,gradually implemented the new rural cooperative medical system,from the pilot of the new system to the full implementation of the system,and the medical treatment in rural areas.A qualitative leap has taken place in the "points," "lines," and "faces" of safeguarding businesses.The majority of farmers have not only greatly increased their rates of participation,but have also gradually increased the number of projects they have reimbursed.Tens of thousands of farmers across the province have been widely graciously supported.However,things are constantly moving and changing.In the development process of the new rural cooperative medical system,a series of problems have emerged,especially the urban and rural medical disparities and medical fairness issues.Under this situation,the party and the state introduced new policies to gradually realize the integration of urban and rural medical systems.The main body of the rural cooperative medical system is the majority of farmers,so the protection of farmers’ health rights has become the core and purpose of the rural medical system.Since the introduction of the new rural cooperative medical system in 2003,many academics have done relevant research.On the basis of absorbing previous research,this paper starts from the evolution and current situation of the rural cooperative medical system in Henan Province,studies the problems existing in farmers’ health protection,and explores solutions to the problems.First of all,the introduction of this article mainly elaborates the background,significance and research status of rural cooperative medical system research.Secondly,this article will review the three stages of the development of the rural medical system in China and Henan Province,namely,the traditional rural cooperative medical system,the new rural cooperative medical system,and the basic medical system for urban and rural residents,and analyze the development of the rural cooperative medical system.It will focus on the content and status quo of farmers’ health protection in the rural cooperative medical system,and systematically analyze the problems existing in the farmers’ health rights and interests protection under the new rural cooperative medical system and the urban and rural residents medical insurance system.Finally,this article will also propose countermeasures and suggestions for ensuring the health rights of farmers under the corresponding rural cooperative medical system from five aspects. |
