Great progress has been made in China's medical sector since the policy"opening to the outside world"was employed together with the beginning of restructuring of the medical mechanism. Yet social problems, such as hard & expensive to see doctors have appeared as the market economy takes the place of plan economy. Also the increasing population mobility and aging, urbanization are part to blame.Community Medical Service (CMS) can relocate the medical resources, not only guarantee the basic medical services, but also lower the cost, which complies with the principle of"low cost, great coverage". This is also one the six functions by the CMS organization, and is a effective means of solve the mass problem of"hard & expensive"to see doctorsDongguan has a massive conglomeration of dynamic population, thus the CMS does not has a set pattern. The article applies 3 methods of referring to stats, Questionnaire, field survey and also the general descriptive Stat and X2 verification stat method, and has an investigation on the CMS organization and the demand by the floating population. The article also has a discussion on resources allocations of the CMS, and provides support for the Dongguan government.Investigations are:1 The Medical services input of Dongguan is increasing on an on, but these input is allocate on the base of the local people. Medical service shortage is mostly due to the mechanism and policy.2 The Dynamic population has got much less medical service than the locals.3 The floating population has a disadvantage compared with the locals. The illness rate in two-week-time of the local is 10.45%, while that of the floating is 20.77%.The seeing-doctor rate in two-week-time of the locals is 13.27%, while 9.61% of the floating. Also the floating's usage of the medical service is much less than the local due to their inferior social and economic status.4 Economic factor is the main one that influences the resident's medical needs. Resident usually choose low-price and nearby medical service. High price and bad manners of the medical staff are the main reasons that make the resident turn to unlawful or no-license clinics.5 22.03% locals and 78.58% floating population have visited the unlawful clinics. Some may not know their unlawfulness, some may think that these clinics are convenient, high-technology, and good-manners.6 Government finance has little input on primary medical organizations. Most of the CMS organizations lose money with the basic services, with little or even no operations on prevention, health care.7 Most of the CMS organizations locate in populated area, with part of them long-radius. Community clinics, hospitals and other CMS organizations altogether better up the relocations of medical resources and help to play a part in solving the problem of"hard & expensive to see doctors".8 There are few full-principled doctors in these areas.With the Above investigations, we have the following counter measures to better the CMS, and the Dongguan infrastructures of the Health Sector.1 Exploring and establishing the medical system that suits Dongguan. Making regional medical plan with both local residents and the floating popoulations.2 Establishing the mechanism of the finance input and compensation. Planning the layout of regional medical services.3 Be creative on management mechanism to establish the standardized CMS system, with multi-investors but government as leading position. 4 Enforcing the education on full-principled talents and the training and management on the clinical staff with the support from the higher educational institutions and the Dongguan local medical resources.5. Employing the means of beating, leading, governing, and squeezing to increase the impact on illegal clinics and doctoring without license to establish the long-term management mechanism.
