Research On The Government's Supplying Mechanism Of Poor Migrant Women's Maternal Health Services

As the urbanization process goes deeper and faster, the condition and life level is improved quiet greatly. Civilization of material, politics and ideology develops rapidly. Most of the society members have enjoyed the civilization achievements in the urbanization process. But we should realize clearly that the acceleration of urbanization has results both positive and negative aspects. As the process goes, the health problem of floating population has emerged, especially on health care to the want women during their gestation, which arouse the interest and attention of government decision makers, scholars and the society. The local governments with a concentrative floating population proposed policies about service supplement to the poor floating pregnant and maternity women one after another in order to reduce the death rate of pregnant and maternity women in floating population and protect the life security of women in floating population, which often focuses on the fact that government consigning public hospital for the cheap service of pregnant phase health service and confinement in hospital service. But the undertaking of policies has not reaches expected results because of the influences from all kinds of aspects. This essay takes the case study of Suzhou, Jiangsu Province. The methods of questionnaire contribution, interview and second-handed materials collection applied, it carries out the demonstration research toward pregnant and maternity women of floating population service policy in Suzhou city, project of confinement at stable place with low price. The objective analysis to the questions in the process of policy undertaking is made. Then theories of public goods and society security are applied to analyze the responsibility for the government during the service supplement to floating pregnant and maternity women. Beginning with the principle of consummation to society security system, it tends to solve the procreation problem of floating population. The theory of consignment deputy is used to analyze the failure to consignment and deputy during the policy undertaking toward current government service supplement to the floating women. Through construction of the public finance support system, perfect supervision system, effective encouragement system and consummating policy operation system should be applied for the improvement the government service supplement system to the poor floating pregnant and maternity women. The application of voucher system theory explains consignment and deputy mode is not the only way for service supplement. Voucher system is a new kind of pubic service supplement system mode, which provides more choices for the government in pregnant and maternity health care service supplement of the government.
