1 Researching backgroundSince 1980s, with the rapid development of China's market economy, floating population has become a vital new force to stimulate the booming economy. Nowadays, this group of people is expanding itself, changing its migrating form of unit from individual to family as a whole. Thus, women migrants, doubling their number constantly, thereupon constitute from around 30% in 1980s to around 40% now of the total floating population. Among them, the proportion of childbearing women aged from 15 to 49 account for as high as 82.9%. The fact that a predominant number of women migrants have a lower educational level, inferior family economic situation and faint health care consciousness causes that the problem of the health care for women and children of floating population is increasingly outstanding day by day. What's more, as the mobility of this group of people adds more difficulties in the management of this job, a distinct gap in the health care situation is present between the women and children of floating population and those with urban residence. Since 1996, such issues on women and children of floating population as subsistence, protection and development more and more arouse the extensive concerns of the government and society from all levels, "program for the development of Chinese women(2001-2010)" and "program for the development of Chinese children(2001-2010)" have successively put forward such requests as "women migrants should enjoy the same health care services as the women with urban residence.", "women migrants who are pregnant or in postnatal period should enjoy the same health care welfare as the same women with urban residence","health care management should be implemented step by step to women in pregnant or postnatal period and children of floating population in urban cities."Hangzhou is the one of cities in China which has a relatively developed market economy and a rapidly increasing floating population. According to the figures of census in 2000, the floating population within the urban district totally have 966,000, among whom, women in childrearing ages are as many as 319,000, Calculated in the above-mentioned proportion. This is only one side of the matter. On the other side, Hangzhou city will never continue to develop without the persistent support of the floating population. These factors being concerned, increasingly many contradictions and problems will increase if the health care welfare for the women and children of the floating population can not be properly solved, which in turn will affect the sustainable development of Hangzhou society. So it is rather necessary to make a comprehensive investigation and analysis on the issue of the current situation and existing problems of health care welfare for women and children of floating population in Hangzhou city, only for the purpose of improving the current work on this in real earnest and realize the objectives which the "program"s have put forward.2 Researching objectivesAfter having a systematic research on the current situation of the health care welfare of the women and children with urban residence in Hangzhou and the health care problems which immigrant women and children have, we are expected first, to learn the health care project, level and the policy guarantee of the government which women and children with urban residence can enjoy; second, to learn the current situation of the health care services women and children of floating population are inand their existing main problems and the causes; third , to look for possible countermeasures.3 Researching approachesUsing the structuralize entering-residence questionnaires and semi-structuralized interviewing questionnaires, we have surveys both in studying one's families and asking for one's inclination in ways of entering one's residence.
