Developing the community health service is a crucial measure for the urban health service system and the health system reform in our country. It is hoped to solve problem of the difficulty and heavy economic load of the public to see a doctor. Thus it becomes one of the efficient approaches to reallocate the health service resource and establish the health care service in each level in our country.The main contents of the community health service are prevention, medical treatment, health care, healing, family planning and health promotion. It is a kind of primary health service which is close to the community members. The basic characters of it contain comprehensive, continuous, harmonious, approachable, able to provide and responsible. An important responsibility of the community health service in our country is to understand the local residents'health service needs and provide suitable community health service. The center for community health service is a primary organization. Its ability of providing service is influenced by many factors. The most important factor is the source of human beings. The attention of government focus on following issues including whether the current source of human beings fulfill the needs of community health service, the reason of the unbalance between the demand and supply of community health service, the approach to effectively control and solve such an unbalance and provide highly efficient community health services of good quality.This study analyzes the demographic datum of Minhang District and deduces the basic needs of community health service in this district. The sources of human beings in all the 12 community health service centers are surveyed and then the relationship between the demand and supply of the community health service are analyzed to find out its determinants. We discuss the issue in terms of the public management and put forward relevant solution and suggestion.This study finds out that the ageing of population is serious in Minhang District. Thus the target group for the community health service is the elderly, children and women and the target area is tumor, circulatory system disease, respiratory system disease, non-communicable chronic disease and related healing and medical treatment work in connection with those diseases. Along with the development of economy, the health care consciousness of the public are also improved. In the future, the needs concerning the health education and prevention will increase gradually. On the other hand, as a big industrial district, many low income rural labors swarm into Minhang District every year together with various infectious diseases and acute and chronic occupational damage. These are also important work faced by the community health service in Minhang District.It is found in a survey that the quantity of health workers in community health center is basically fit the state recommendation, however, the quality is far from needs: high proportion of staffs with less education and low professional level. It is common among Leaders of community health centers to attach importance to treatment rather than to prevention. More than a half of employers dissatisfied with their salary. The degree of health workers satisfaction is quite low. In community health centers, employers thirst for professional training, especially those with low professional level.The main reasons which lead to unbalance between needs and accommodation of community health services are outmoded management, lack of general practitioners and vacancy of government surveillance on community health services. Since community health services are for public interest, it cannot afford perfect health services in commercial competition. Without effective incentive Mechanism, the needs of self-actualization of the staffs in community health centers cannot be satisfied, which declines the satisfaction degree and lower the quality of community health services provision.The recommendation from this study is to reform the function of community health management, optimize the structure of human resource, increase satisfaction degree of staffs, train general practitioners via professional training, absorb more high educated staffs into community health centers, higher the proportion of employers with high professional level, provide supply environment for promotion, afford bigger budget for disease prevention, higher satisfaction degree of health workers and standardize education and training regulation.
