Reform of Health supervision system has been enforced, that every ranks of sanitary supervision institutes in our country must have a license for dividing of monitoring and supervision, according to the requirement of health in 2000 it is a major mark in reform of sanitary supervision system. Under this background, the prelude of reform in Siping city is all-around started. The work of health supervision is a significant component of Public Health System and it is a very important part of Legal system in China. Under circumstances of constructing the legal country and the legal government, sanitation is a vital part of governmental work: we must deal with administrative in accordance with the law and enhance the supervision level of health supervisor. As the administration and fulfiller of health oversight functions, the public health supervisor plays the decisive role in accomplishing health supervision effectively. With the advancing of sanitary supervision system reform and the revising of health supervision, our government particularly needs a high-quality team in health supervision. this paper was used quantitative method and empirical analysis method, taking the reform of sanitary supervision system opportunity, focused on the dividing of monitoring and supervision after the reform of sanitary supervision system in Siping city, embraced the switch of function tightly and symposium, analysis the statistics through the investigation of five health supervision departments in 3 cities and 2 counties (districts) in Siping city, to advance the countermeasures and suggestion. It is concerned about following problems:1. Material and Methods We chose the agencies from all levels of five health supervision in Siping city. Through the design of questionnaires, mainly focuses on personal questionnaires , such as sex,age,educational background,profession major,professional title, post working lifetime and continuing education. Hold a forum on the spot to analyze the result of the investigation (about three cities and counties), offered and retrieved the questionnaires, I analyzed the data by Excel.2. ResultsThe questionnaire for health supervision supervisor include following contents: sex,age,educational background,profession major,professional title,post working lifetime and continuing education.(1) Sex and quantity distribution of the supervision and supervisorIn 245 of 388 cases(63.1%)is male ,143 cases(36.9%)is female the proportion of male was greater than the proportion of female, the population is shown in Fig1,between female and male on all levels is roughly the same. male is more than female, and the number of male is 1.7times to female.(2) Age distribution of the supervision and supervisorAll in all, almost 51.0%, of the supervision and supervisor are 35-45 years old, then 30.9% personnel below 35 years old .However only 18.0% personnel above 45 years old. The age proportion was balanced and did not accommodate the continued development of health supervision.(3) Educational background distribution of the supervision and supervisorIn the constitution of education, most of them had secondary or advanced educational background, about 52.6%, then 27.8% and 16.5% personnel were graduated from middle school and college. About 1.8% is master, only 1.3% personnel graduated from high school and even without doctor. It must be affect on the raise of quality of supervision it is also difficult to adapt to the needs of health supervision.(4) Profession major distribution of the supervision and supervisorAbout the professional, learning in regard to the prevention and clinical medicine, about 36.7% and 25.2%.while the major in supervision and law enforcement were the lowest, about 5.6%. Professional structure is rather simplistic and it is difficult to keep abreast the enforcement of law.(5) Professional title distribution of the supervision and supervisorAbout the distribution of titles, most of them are primary grades, about 49.7% then the proportion of intermediate titles was about 34.1%, the proportion of senior titles merely 3.8%. It is obviously not balance.(6) Staff training and continuing education distribution of the supervision and supervisorThe specific condition is not optimistic, because In 68 of 388 cases (17.5%) taken continuing education .other side, primary personnel has few chances continuing education.3. Discussing(1) The problemsThe main problem is that there was no a sound mechanism in personnel hiring. The education system is too old and the structure of the knowledge is not complete. The major of supervisor is unitary. Legal concept is weak in supervisor team. The assessment and training system has not established and the overall qualities of health supervisor should be strengthened and enforce the skill of the law should be improved.(2) Influencing Factors The enforce level of supervisor is affected not only by subjective conditions but also the objective conditions. The objective conditions mainly concerned with the five aspects, including the government health administrative departments, People's congress and other relative factors.(3) Countermeasures and suggestionsFirst, change the existing management structure and carry out a top-down vertical management. As the government department, it should be adjusted the relationship of country, government and health supervision institution, strengthening health supervision functional authority. Government department should change the existing management structure and carry out a top-down vertical management, and establish a special mechanism of material security to ensure the sustainable development of health supervision.Second, define relative legislation. Legislation should be promoted the construction of health legality. Accelerate health legislation steps and clearly the duty defines of health supervision departments. Perfecting laws and regulations and ensuring the health supervision in accordance with the law. To protect the people's health and the safe of the livesThird, health administration. Health administration department should strictly abide by qualified access to system, strengthens the building construction of health manpower resources, strengthen job training and exhibited a long-term mechanism for examination, establish functional offices and strengthen administration and function of the rules, ensure the law's justice and solemn when should be enforce the law.Fourth, improve quality of the Supervisor. Health supervisors should strengthen their construction, raise the whole quality of personnel, and strengthen the culture construction constantly, intensification the aware of the duty. Health supervisors should strengthen their moral qualities set up a stronger sense of responsibility and foster lofty professional ideals and the prevailing civilized customs, and set up an excellent disposition politics ,high level enforce the law, rule, justly and efficiency team.Last, strengthen the management of education. Strengthen the management of education, organize the symposium, publicize the Health Law .To make the management recognize the significance of health supervision. Exercise supervision over the right side closely and successfully completed the health supervision.
