Study On The Problems And Countermeasures Of The Team Construction Of Primary Health Supervision Coordination

With the rapid development of China's society and economy,people's requirements for health and safety are constantly improving.In the report of the 19th National Party Congress,"Healthy China" rose to become a national strategy.However,current health supervision is difficult to meet people's needs for health and safety,and the team building of health supervision agencies is also difficult to adapt to the current situation of the development of health supervision.Health supervisors are insufficient.Under the requirement of full coverage of health supervision,coordinators play an extremely important role.Based on the theoretical basis of public human resource management theory,government regulation theory and incentive mechanism theory,through questionnaires and field interviews,this paper explains the current situation of the construction of the team of the Jianhu County Health Supervision Assistants.The study found that the problems existing in the construction of the current assistants team,including the unreasonable age structure,the academic level not high,the lower employment threshold,the overall quality not high,Insufficient supporting facilities and law enforcement,low job satisfaction and motivation and so on.The main reasons for these problems are the imperfect employment mechanism,the study and training not in place,the insufficient funding,and the unreasonable salary system.In order to promote the smooth development of the county's health supervision coordination,the article also proposed countermeasures to solve these problems:establishing a health supervision coordinator access mechanism,a long-term and professional personnel training mechanism,increasing funding and law enforcement facilities.At the same time,it is also proposed to establish a system of health supervisors stationed in the joint management station to increase personnel strength,improve work efficiency and response to public health emergencies,and extend the antenna of health supervision.Finally solve the problems of lack of experience in law enforcement and difficulties in reporting information,improving the assessment and incentive mechanism and prom oting the early realization of the "Healthy China" strategy.
