The occupational health supervision tasks in China are heavy and the situation is severe,and there is a big gap between the number and capacity of existing supervision teams and the demand for supervision work.In order to effectively solve the problems faced by the occupational health supervision team in China and assist the implementation of the “Healthy China 2030” strategy,explore the methods and strategies of the human capital assessment model in the implementation of the supervision team management status,and find the need to adapt to the current occupational health supervision work in China.The team management model is of great significance.This study intends to use literature analysis,questionnaire survey,quantitative evaluation,expert consultation and other research methods,apply human capital theory,refer to the US federal human capital assessment and responsibility framework,combined with China’s actual situation,build China’s occupational health supervision team human capital model.At the same time,an empirical investigation was conducted on the status quo of the occupational health supervision team in China.According to the results of the empirical investigation,the model is used to evaluate the human capital situation of the occupational health supervision team in China,analyze the main problems,and propose corresponding countermeasures and suggestions.The evaluation results show that although the occupational health supervision team in China is managed by civil servants,there are advantages in recruiting and assessment,but the shortcomings are still very prominent.Improvements are needed in terms of strategy construction,responsibility system,staff resource allocation,and construction system.In response to these problems,it is recommended to do a top-level design to form a strategic planning plan;to construct a reasonable organizational structure,to define the division of duties,to design a suitable human scale,and to establish a scientific evaluation mechanism;to establish a good professional training system.Considering the feasibility of implementation,a good training system should be the most effective way to improve the ability and level of occupational health supervision in China.
