A Study On The New Medical Security System In Rural Area In Shaoxing

To set up sound social security system remains not only one of the main tasks of China's reform, but also one of the important parts of the establishment of a harmony-oriented society. With the raid development of society and economy, more and more are becoming aware that "agriculture, countryside and farmer" issues are fundamental to the cause of the party and state. Meanwhile, we are far behind the aim of a well-off and harmonious society without the profound solution to medical aid. It has been proved by theatrical studies and experience that the profound solution to medical aid is the based on the building up of new medical aid.The paper begins with a brief introduction to history and current situation of the medical security system in some foreign countries, the start, pause and restart of the medical security system in rural areas, as well as the putting-forward and conformation of the necessity of the new medical security system.Base on the theory of social science, this paper lay emphasis on the all-round analysis of the medical security system in rural areas, including the relationship among sanitation, health care, medical care and health, and the economic, social, political and systematic analysis of the health and medical care in the countryside. The analysis brings about the theory for the paper—the basic principles of the medical security system in rural areas that reflects the fairness and humane care of the state welfare system that redistributes social interests. Through this kind of state redistribution system, the aim of medical security system is to safeguard rural residents' medial aid for some serious diseases whose core most rural residents pay their attention to, showing the core value of the system. This core issue should be appropriately dealt with in some prosperous areas.This paper studies the fruits brought by the new medical security system carried out in Shaoxing. On the basis of the studies, more analysis is given to the eight core issues of the system, they are the nature, medical construction, medical aid for serious diseases, immigrants' medical care, non-profitable earnings for hospitals, professional diseases, psychological problems, vaccine protection, and fund-collection, as well as two different systems for both city and rural areas.In terms with the basic principles put forward, the paper ends with the improvement according to the eight issues facing the implementation of the new medical security system carried out in Shaoxing. More studies have also been done on the two problems that is bound to be considered in the process of carrying out the improvement.
