Financing And Allocation Of HIV/AIDS Resources In China By National Health Accounts (NHA)

Objective: By describing and analyzing the sources and allocating of HIV/AIDS resources in China, the total amount, tend and proportions of total resources, especially of those from the central government are studied. Another purpose is to test correlations between resources with economics and epidemics. The equity in allocating HIV/AIDS budget from central level source and evaluation for demand and supply in some provinces are analyzed. In the end, the research put forward some policy suggestions for financing, allocating and applying HIV/AIDS resources fairly and reasonably.Methods: HIV/AIDS resources from central government between 2003 and 2005, total resources of some provinces and international cooperating projects financing are selected to be the targets of the research. Besides, some results are tested by Chi-square. Throwing and applying of HIV/AIDS resources are analyzed by descriptive statistics. Using correlations analysis to test relations between resources with economics, epidemics, spreading ways of HIV/AIDS and so on. Lorentz Curve, Gini Coefficient and Aids Resources Needs Index are used to evaluating equity of resources allocation. National Health Accounts is another method for analyzing sources and functions of HIV/AIDS resources of one certain province.Results: It shows that HIV/AIDS resources from central government in China have been rising for recently years, highly correlated with HIV/AIDS cases reported every year.
