Objective: This article summarizes the characteristics, principles and strategies of human resources allocation for public health emergency in China by the national experts database system; analyzes the status of national class health emergency workforce in the aspects of quantities, structures and distributing (regions and departments); studies the demand of health emergency workforce and estimates the characters of national public health emergency experts database in China; brings forward some policy suggestions and supplies theory basis of reasonable use and allocation of health emergency human resources.Methods:1. Literature study: searching the official websites of WHO and relative countries, CNKI, VIP database, CBM disc and PubMed database to comprehend the levels and methods of human resources allocation.2. Keymen interview: visiting some keymen to comprehend effect factors of demand on health emergency workforce and discusses the mode and functions of national public health emergency experts' database.3. Description analysis: online searching of experts' information in experts' database, statistic by Excel and description analysis by SPSS 12.0.4.
