Study On The New Rural Cooperative Medical System In The Trial Counties Of Jiangxi Province

The new rural cooperative medical system play a significant role in the solution of the poverty problems of the farmer because of sickness and poorly returns, the solution of the problem on "agriculture, countryside, peasants", the realization plans between the cities and countrysides, the development of economy and society as well as the full-scale construction of well-off society. The necessity and the feasibility of establishment of the new rural cooperative medical system are analyzed. The Luxi county and the Chongyi County are trial counties of the new rural cooperative medical system, their trial situations are investigated, the questions that exist in the new rural cooperative medical system in the Jiangxi Province are summarized. First, lack of fairness of medical resources disposition; Second, existing difficulties in the fund collection; Third, the unreasonable mechanism of compensation; Fourth, lag behind in informational management; Fifth, lack of the supervisory system; Sixth, the insufficient implementation of policy. Three system basic archetypes are constructed, the first is "the rich become richer, the poor become poorer"; the second is "limit to growth" and the third is "shifting the burden". Using the three system basic archetypes to analyze the problems existing in the new rural cooperative medical system. Policies to solving the problems in the new rural cooperative medical system are proposed. First, the reasonable shift of investment and the enlargement the government's investment to the rural hospitals; Second, development of the rural productive forces in order to solving the problems of fund collection; Third, strengthens the guide of government in order to control the tendency of "limit to growth". Fourth, establishment of the reasonably compensational mechanism; Fifth, establishment of the scientific information management system; Sixth, establishment of the surveillance mechanism; Seventh, The establishment of the stimulus mechanism; Eighth, strengthen the legislation work of the new rural cooperative medical system.
