China is a large agricultural country. Whether the issue of medical care security for rural residents can be appropriately solved is not only closely related to China's agricultural, rural economic development, stability of rural society, but also related to the construction of socialist harmonious society. At present, China's new rural cooperative medical care made no small success after several years of pilot work, but there has also been a series of problems, so at this critical point in time this article to analyze new rural cooperative medical system becomes very necessary. On the base of absorbing and learning from the prior research both from China and other Asian countries especially developing countries, the writer of this essay is trying to analyze and conclude the current situation and the problems while carrying on the new rural cooperative medical care system raises the practical policy recommendations for improving the system. The essay includes five chapters. Chapter 1, introduction, mainly illustrating the research background, purpose and importance of rural cooperative care system, analyzing the research situation and pointing out direction and focus in China and around the world.Chapter 2, introducing basic theory- theory of public goods, social security theory, social risk and disease risk theory, and then explaining the concepts and characteristics of new rural cooperative medical system. Chapter 3, taking Zhoushan city of Zhejiang province for example, comprehensively analyzing and concluding the current situation, the problems and the reasons of them while carrying on the new rural cooperative medical care system in our country to provide the necessary basis in reality. Chapter 4, Summarized the experience from the practice of rural medical care security system in other Asian countries especially in developing countries. Finally, the fifth chapter, On the base of absorbing and learning from the prior research both from China and other Asian countries , the writer of this essay is trying to raise the practical policy recommendations for improving the system.
