Optimization Of The Policy Of The New Rural Cooperative Medical System In Yunnan Province

With the spread of the aging trend, as a representative developing country, the new rural cooperative medical care system in our country plays an important part and it has a particularly important practical and long-term significance for the stability and sustainable development of rural areas as an important part of the social security system. Since 2003, the new rural cooperative medical care system has been launched in the whole country, it achieved gratifying results. Until the end of 2010, the coverage of NCMS reached 95%. As for China's Yunnan Province, NCMS made positive efforts to solve the problem like"a doctor is difficult and expensive"for the farmers .This paper introduces the research background and research ideas and methods in the first part.The first chapter makes a specific analysis about the operation mechanism of China's new rural cooperative medical system, then describes the traditional system of cooperative medical care system changes to lead to the concept of the new rural cooperative medical care system and make differences between them.Chapters II and III introduced the operational status of the new rural cooperative medical care system in China's Yunnan Province, and based on the fieldwork and research findings, analyzed the problems in the system.Chapters IV and V made a comparative analysis about the typical mode of medical care in foreign countries, taking America and Thailand for example .Then introduced the new rural cooperative medical care of domestic operating model pilot areas, taking the Shandong province ,the Anhui province, the Shanxi province for example, providing experience for creating the new rural cooperative medical system in Yunnan Province.The final chapter gave a summary of this paper, proposing policies and recommendations to optimize the new rural cooperative medical system in Yunnan Province.The improvement and innovation of the new rural cooperative medical system in Yunnan Province is not only a vast development needs of the rural masses, but also has great significance in promoting the development of medical and health services in Yunnan Province and promoting sustained economic and social stability and harmonious development.
