Community mental health services developed since 1950s has been verified as an efficient model to lessen incidences of mental diseases and prevent recurrence of diseases, and has become the developing direction in the field of global mental health. In this aspect, Shanghai began its pursuit long before 1950s, and explored a three-level network model in prevention of mental diseases with a Shanghai characteristic, which proved to be a great contribution to China's mental health course. However, with gradual improvement in social economic standards, public's demand for mental health services is rising accordingly. Thus, current community mental health services cannot satisfy their demand. It is of great significance to conduct community mental health development with legalized management, further improve and develop Shanghai community mental health services system, enhance governmental responsibilities, increase resources input and adjust directions and means of fiscal allocation in an effort to raise the efficiency and fairness of mental health services.The thesis, by ways of related paper research and realistic surveys, elaborates on survey and comparison of means and forms of community mental health services home and abroad, especially ways of community rehabilitation, facilities and operational conditions, capital input as well as managerial models, etc, and develops an in-depth analysis of community mental health services in Shanghai as an individual case. The author divides districts and counties in Shanghai into downtown parts, suburbs, outskirts and countryside, from which one district or county is selected and then conducted field research with qualitative and quantitative analysis. Qualitative analysis focuses on interviews. Based on research contents, specific interview questions are designed. The interviewees are people in charge of mental health work and specialists of community mental health from those four categories. Quantitative analysis focuses on collecting materials of mental health services and resources input.According to the thesis, although Shanghai excels in community health work, at present various problems remain: (1) the forms of community mental rehabilitation are limited; (2) employment of patients recovering from mental diseases presents itself; (3) the quality of community mental health staff needs improvements; (4) revolution in community mental health services is about to be implemented; (5) resources input in community mental health services is scarce, etc.Through the research, measures and suggestions are made to address the problems: (1) improve and implement laws, regulations and rules in mental health; (2) explore better working model in prevention and rehabilitation of mental diseases; (3) adjust system and mechanism of community mental health services inputs by increasing and modifying inputs, transforming direct governmental fiscal inputs into governmental purchases and establishing scientific efficiency assessment, etc.; (4) set up medication system free of charge for severely-stricken mental patients; (5) speed up revolutions in operational system of community mental health services.
