It is very necessary to set up a new type of rural cooperative medical care system as people have profound realize on this issue. Recently, Central Party Committee has identified the new type of rural cooperative medical care system as priority measure and strategy to solve the basic rural medical care problem. It will be benefit peasants by provide most necessary medical services and prevent them from being poverty or return to poverty as they get sick. It also has important meaning in accelerating the economic development of rural area.The new type of rural medical care system is the research objective of this thesis. Its basic ideas and logical structure are as follows:Firstly, it reviews the history of rural cooperative medical service system from six parts firstly in this paragraph: bud, exploration, development, decline, and recovery and testing of new type of cooperative medical care system. After that, the author stresses the necessary and possibility to set up and modify a new type of rural cooperative medical care system. This thesis believes that it is an urgent task to set up and modify a new type of rural cooperative medical care system as which is objective requirement to preserve the sound development of economy and society and precondition of equal medical service for every one and improvement of people's quality. Meanwhile, we can get our confidence on its future success from the government, unit and personal desire and ability to raise money. We can also forecast the possibility of organization from the achievements of traditional cooperative medical care and recent reconstructive measures of township medical care unit by government.Later, it constructs framework of a new type of rural cooperative medical service system from policy foundation, comparism and analysis between its traditional and new type. On this basic, this paragraph illustrates framework of new type of rural cooperative medical care service from seven key points as target, principle, funds' raising, compensation, administration, service and supervision.Finally, taking the five pilot counties of Hunan province for example, this thesis analysis the actual and problem of new type of rural medical care system, present out the author's practical policy suggestion on modifying the new type of rural cooperative medical care system. And points out the trends of new type of rural cooperative medical care in order to keep its sustained development.
