The health human resource is the primary component of the health resource, while the nursing human resource is the key element of the human system. Consequently, it is very important, because increasing the utilization efficiency and qualities of nursing human resource is related to rational allocation of the human resource.Objective: Through investigating the profile of the nursing human resource in Cardiovascular Surgical ICU of Twelve Grade III-A Hospitals, defining the relevant concept, classification of the nursing articles, measuring the nursing time, analyzing the utilization efficiency of the human resource and depending on the basis of the relevant theories on the allocation of the health resource, we should propose the standard of the structure of the micro-allocation of the nursing human resource in Cardiovascular Surgical ICU in Grade III-A Hospitals. At the same time, we will try to find out the low efficient nursing unit through the analysis of nursing productivity. We will anticipate the expected items on the relative inefficient unit and offer some nursing management methods so as to offer a theoretical reference to the micro-allocation of the nursing human resource.Data resource: Our studying subject is the 01zl01-l sub-item of the research on the method and standard of the allocation of the military health resource which is one of the element programs of the tenth five-year project.Methods: We investigated the status in quo of the nurse personnel of some Grade III-A Hospitals and the profile of the utilization of them by means of group sampling. We surveyed the academic degrees, technical titles, working durations of the nurse personnel, the difficult points of the nursing management, the principal factors affecting the stability of the nurse personnel ,the time expanded on the clinical nurse education and training, the allocation of the nursing labors on the night shift , the valid nursing time and the valid nursing articles, by means of the descriptive analysis. At the same time ,We analysed the nursing efficiency of Cardiovascular Surgical ICU through Date Envelopment Analysis.Conclusion: The study indicated some rough features, such as the irrational structure of the nurse personnel, relative lowness of the academic degrees and technical titles of the nurse in Cardiovascular Surgical ICU, lack of the nurses of advanced technical title, instability of clinical nurses, unsatisfaction with the present position, limitation of nursing career development resulted from the poor income and difficult improvement. We should establish a suit of potent management system, such as rewards basing on achievement and increasing the positions ofthe advanced technical title in order to stabilize the nursing staff.The daily nursing time is longer than standard. The nursing staff undertake too many practices, especially indirect nursing articles such as the writing of nursing file and preparing before transfusion so on .So the working efficiencies are affected by that. The difference of working effectiveness also depends on the scale of the Cardiovascular Surgical ICU and the personnel of nurses, such as shift model, academic degree, technical title and working time. The investigation also indicated the nursing articles are invalid and the responsibilities of nursing workers are not clear .The working of different level nurses, in the most nursing practices have little differences. We claim that no technical nursing articles are practiced by the primary nurse instead of the advanced nurses. These evidences suggest that the grading nurse management has not yet be performed in the classification of nursing practices which result to the waste of the human resources.The allocation of nursing resource of the Cardiovascular Surgical ICU is related to nursing time, the degree, technical title and working time of the nursing personnel .We evaluated the productivity and inferred the amount of the kind of nursing technical title through C model and C GS model.Nursing efficiency is an significant item reflecting the nursing productivity which including the number of staffs, patient care hours,...
