Objectives:1. Evaluating the operative efficiency of Levelâ…¢General Hospitals, to understand their operation of current situation.2. Further explore the application of DEA. Through CCR, BCC and Super efficiency model, the same year efficiency was evaluated; using Malmquist Index model of DEA, the change of total factor productivity was analyzed.Method:Three efficiency evaluation models were developed for measuring overall efficiency, manpower efficiency and non-manpower efficiency, using CCR, BCC and Super efficiency model evaluated the same year efficiency, and Malmquist Index model analyzed the change of total factor productivity, based on the data of 22 levelâ…¢general hospitals in China.Results:1. The overall efficiency, there were 68.2% of hospitals at the constant returning to scale stage in 2006 and 2007; From 2006 to 2007, there were 45.5% of hospitals' productivity increased, and 54.5% decreased; there were 40.9% of hospitals in technical progress, and 59.1% in technical recession.2. The manpower efficiency, the annual analyses found out there were 27.3% of hospitals at the constant returning to scale stage in 2006,40.9% of hospitals at the constant returning to scale stage in 2007; From 2006 to 2007, there were 50.0% of hospitals'productivity increased, and half decreased; there were 40.9% of hospitals in technical progress, and 59.1% in technical recession.3. The non-manpower efficiency, the annual analyses found out there were 40.9% of hospitals at the constant returning to scale stage in 2006,31.8% of hospitals at the constant returning to scale stage in 2007; From 2006 to 2007, there were 63.6% of hospitals'productivity increased, and 36.4% decreased; there were 59.1% of hospitals in technical progress, and 40.9% in technical recession.Conclusions:1. Combination of four DEA mathematical models developed three efficiency evaluation models, to more comprehensive evaluation of the efficiency of levelâ…¢general hospitals in China.2.22 levelâ…¢general hospitals were at mature stage of development, their productivities were stable; If expanded one hospital'scale, its productivity would be slightly decrease in the initial phase.3. The pure technical efficiency of 22 levelâ…¢general hospitals were stable, large scale size become the main reason for inefficiency.4. Level HI general hospitals paid more attention to technological progress than efficiency improvement. There was room for improvement in efficiency.Proposal:1. Levelâ…¢general hospitals'scale expansion must match with the regional health planning, and adhere to the principle of moderation.2. Hospitals with poor pure technical efficiency should adjust their use of resources, and giving the appropriate allocation of resources; For the hospital in increasing returns to scale, the scale can appropriately by expanded diminishing returns to scale, the size should be reduced to adjust to constant returns to scale, making the total efficiency giants to map the best burra realm.3. Hospitals should learn from the experience of modern hospital management, focusing on meaning construction.4. The DEA method has become more advanced and complete. As a simple manipulated and convenient tool, the measurement of hospital efficiency (the DEA method) has a stimulative impact on reinforcing hospital supervision, administration and evaluation. It should be promoted by the government in the related area.
