Objective:This study selected a hospitals of 15 clinical nursing unit as the research object, take the 15 clinical nursing unit of nursing human resource allocation situation as the starting point, based the principle of economics and the theory of efficiency of input-output. Used the data envelopment analysis to evaluate the input-output efficiency of nursing resources,evaluate whether the same nursing service output is obtained under the existing resources,in order to understand the nursing efficiency of the hospital, to avoid the waste of resources by optimizing the allocation of nursing resources, providing reference for other managers to improve the utilization efficiency of nursing resources.Methods:This study through literature search to collect the relevant indicators of evaluation of nursing efficiency; Used the Delphi method to establish the evaluation index system of nursing human resources efficiency, including 4 first grade indexes, two level 15 indicators;According to the formation of nursing human resources efficiency evaluation index system by Delphi method, self-made questionnaire of nursing unit basic data, collecting the relevant data of the nursing efficiency evaluation; Using Excel, Spss17.0 and other software to cluster analysis of efficiency evaluation indicators, select the final evaluation index into the DEA model; Using the C2 R and BC2 model of DEA to analysis the nursing efficiency of the 15 nursing units, and obtain the ideal value of each input and output item of the relatively invalid nursing unit, provide specific strategies for managers to improve the utilization efficiency of nursing human resources.Results:Based on literature review and expert consultation, the evaluation index of nursing human resources utilization efficiency based on DEA model was established, which is composed of nursing manpower input, output of nursing service and output of scientific research, the index system mainly from the input-output perspective contains 4 indexes and15 level two indexes; Using data envelopment analysis(DEA) method evaluated the nursing efficiency of a hospital 15 nursing unit, the DEA scores showed that in 15 decision unit has 8 nursing units total technical efficiency, the pure technical efficiency of the department has 10 and DEA effective scale efficiency Department has 9; Data envelopment analysis(DEA) method is applicable to evaluate the efficiency of similar departments with multiple input and multiple outputs, and nursing unit input of resources and service output is diverse and complex, using the data envelopment analysis method evaluate the efficiency of nursing units can not only reflect the efficiency of the status, but also can provide the specific improvement direction and degree for the efficiency of the nursing unit.Conclusions:1. This study based on the efficiency theory through literature review and expert consultation method, from the point of view of input and output of nursing establish the nursing human resources utilization efficiency evaluation index system based on the DEA model, and use the cluster analysis to select the indicators for the evaluation of DEA, at the same time to analyzed the nursing efficiency status of a hospitals in Shanxi Province.2. The hospital most departments care work efficiency is good, but the difference between the different departments of the level of care efficiency is still relatively large, the hospital care unit in improving the efficiency of care has a greater room for improvement.3. The hospital nursing unit has the phenomenon of nursing human resources utilization in low efficiency, in order to improve the efficiency of nursing care for DEA invalid units toachieve DEA effective, according to the improved direction and the ideal value given by the DEA to adjust the input and output items, so that the DEA invalid unit to improve efficiency.In clinical practice, according to the results of DEA combined with the actual situation of the rational allocation of nursing human resources to improve work efficiency.4. According to the theory of efficiency, we can increase the utilization of resources to maximize the output, studies have shown that, DEA method helps managers to allocate resources reasonably to avoid waste of resources, but in the actual work can not completely rely on DEA results to improve efficiency, should be based on the results of DEA combined with clinical practice.
