[Objective]Under the guidance of production and stakeholder theory,the paper aims to construct a set of scientific,standardized,and clinically adaptable nursing human resource efficiency index system for public hospitals.At the same time,the DEA model is used to screen input-output indicators to provide managers with an objective and reasonable evaluation of the efficiency of nursing human resources and the effective allocation of human resources.[Method]1 Establish a kind of nursing human resource efficiency evaluation system.This research is based on the production theory and stakeholder theory.Through literature research and semi-structured interviews,it forms the core elements of nursing human resource efficiency evaluation indicators,and initially constructs a nursing human resource efficiency index system.In combination with Delphi method,two rounds of correspondence were conducted with 30 experts from across the country to further improve the indicators and establish a nursing human resource efficiency indicator system.2 Select the strongly relative input-output indicators based on the principled requirements of the DEA for the indicators,further streamline and condense the indicator system,then collect data on the nursing human resource efficiency of the two top three hospitals,use the coefficient of variation method and the PASTOR method to screen the indicators,and determine to enter the DEA Evaluation indicators of the model.[Result]1.Established a nursing human resource efficiency index system,which included 8 first-level indexes,18 second-level indexes,and 50 third-level indexes.The positive coefficients of the two rounds were 96.7%and 100%;the expert authority coefficients were 0.88 and 0.89,the expert judgment coefficients were 0.81 and 0.82,and the expert familiarization coefficients were 0.95 and 0.96,respectively.Coordination coefficients of expert opinions were 0.25 and 0.30.2.According to the principle of DEA,11 input-output indicators were finally selected.Including four input indicators of actual participation in nursing,number of beds,nurse income,and nursing man-hours.This research screen out three nursing service outputs:number of discharged patients,bed utilization rate,and number of critically ill patients;primary care qualification rate,critical care qualification rate.There were three nursing quality outputs for adverse events;three teaching and research outputs for the number of academic qualifications,the number of provincial specialist nurses,and the number of published papers.[Conclusion]1 The index system of nursing human resource efficiency is comprehensive,clearly logical,and strongly scientific.The selected experts have a high degree of enthusiasm and authority,meanwhile they reach agreement on nursing human resource.The final results is reliable and significant.2 Based on the DEA screening of input and output indicators,this study finally screened 11 input-output indicators,covering input indicators including human,material,financial and services.Output indicators included nursing services,nursing quality,and teaching and research outputs,with comprehensive indicators,strong independence,for the later application of DEA to carry out extensive efficiency evaluation work.
