| The 45th rule of Chinese Constitution says: The citizen of People Republic of China have the right to obtain substantial help from the state and the society in condition of aging, disease and disability of work. Along with the establishment of the social guarantee system and continuously perfect in our country, the basic life of low guarantor of city has got the initial guarantee. But, the medical treatment of low guarantor faces a lot of difficulties, because they have not yet been brought into the town basic medical insurance scope. For a long time, they feel upset as soon as thinking of "If suffering from the serious diseases" because of the vicious circle of poverty with the result of disease and more diseases because of poverty. This paper chooses " The health service research of the population of lowest life guarantee in main city zone of Chongqing Municipality " to be the research object, which discusses the lowest life guarantee system, analyzes the status quo of supplied healthcare service, and puts forward the principle and policy suggestion of the establishment of the health service frame of the population of lowest life guarantee in main city zone of Chongqing Municipality. The whole paper is divided into three parts: Part one: theoretical research: lowest life guarantee system and healthcare service A list of the issues are discussed such as the concept and expenses structure of the lowest life guarantee system, the key of harmony between healthcare service and the lowest life guarantee system, as well as value criteria of the supplied healthcare service in China and so on. It is clarified that the guarantee allowance of the population of lowest life guarantee does not contain the fee of seeing a doctor; they also suffer from systematic exclusion in social medicare and business medicare; the hospital only enjoys balance subsidy from government and has to charge from the hospital serve so as to make up the insufficient input part. Part two: present condition analysis of health service of the population of lowest life guarantee in main city zone of Chongqing Municipality. Our research group has made questionnaire survey of the status quo of the need and utilization of medical treatment health service of local public of lowest life guarantee at the districts, in Chongqing Municipality, of Jiangbei, Shapingba, Yuzhong, Jiulongpo and Nan'an. Through sorting analysis to 1316 questionnaires, the substantial evidence data from cited investigation, the provision of the medical service of main city zone of Chongqing Municipality, and the realization of the medical service of the people of lowest life guarantee at the zone have been actually described. Who investigated basically pay fee-for-service themselves and this has become huge burden of their life; most of them do not choose medical treatment organization when suffering from an illness; their satisfied degree of the health and medical treatment is very low. The description of the present condition addresses a realistic urgency of establishment of health service frame for the population of lowest life guarantee in main city zone of Chongqing Municipality. Part three: The establishment of health service frame for thepopulation of lowest life guarantee in Chongqing Municipality Health service is greatly influenced by social economy development, medical treatment safeguard system.
