Due to the influence of migrant women and children’s own factors, such as the policy and service ability, the maternal and child health care of migrant women and children has brought great challenges.In this article, the public service theory and the theory of basic public service equalization, through the literature analysis method, questionnaire survey method, interview method, statistical analysis and other methods, combing grasp Fuzhou, Cangshan District flow population maternal and child health service status and existing problems, in-depth analysis of factors of influence of Fuzhou City Cangshan District floating population maternal and child health care services, combined with Shenzhen, Beijing floating population maternal and child care service experience for reference, this paper puts forward some suggestions to improve the floating population maternal and child health care service utilization. This paper first introduces the research background, domestic and foreign research review, research ideas and methods, etc.. Secondly, define the concept of floating population, public health, basic public health services, maternal and child health care, and analyze the theory of public service theory and the equalization of basic public services based on this research. Comb again grasp the present situations and problems of Fuzhou City Cangshan District floating population maternal and child health care service, and in-depth analysis of Fuzhou City Cangshan District floating population maternal and child health services factors, including:social environmental factors, factors of floating population, policies and the implementation of the main factors. Through summarizing the effective experience of the maternal and child health care service of the floating population in Shenzhen and Beijing. At the end of the paper, perfect laws and regulations, to combat the illegal practice of medicine, increase financial input, innovation management,to explore the maternal and child health care service mode, improve the mechanism of health education, so as to provide the valuable reference for the future to improve maternal and child health care of floating population.In this paper, we study that due to the influence of social environmental factors, factors of floating population, policies and the implementation of the main factors such as, floating population maternal and child health care service utilization level was significantly lower than that of the household population, the maternal and child health indicators are not up to the requirement, improve maternal and child health care of migrant population to achieve the equalization of basic public services, to achieve social fairness and justice is of great significance.
