On The Best Allocation And Operation Of Manpower And Financial Resources Of Scientific Research In Our Army's Comprehensive Hospitals

Science and technology are main nxtive force of social development A new kindofeconomy, called "KnowledgeEconomy", willplayagreatroleinthe 21st century. This economy is characterized by the production, allocation and application of knowledge so as to increase rapidly the role of science and technology which is referred to as the first productive forces. Following the principle that science and technology must be used to strengthen our anny, being one important part of our army's health cause, large-scaled comprehensive army hospitals are of great importance in developing scientific research, which will be further developed on the basis of a best allocation and operation of scientific research resources, including manpower and financial resources. At present; because our army's hospital arc reducing their scales and refrenching their administrative st4 they arc faced with limited financial resources, thus making the sUidy in this field rm~re important and practicable. The arlicle gives a preliminary explanation of the concept of resources, the formation of resources, the features of allocation and operation of scientific research resources in hospitals, methods of evaluation of allocation and operation and factors that influence the best allocation and operation of the scientific resources. Generally, the scientific research resources in our army's comprehensive hospitals are composed of such components as the manpowet the financial, the material and the information Among which, the manpower resources are of the ulnist importance; the financial resources form the basis of scientific research and thus becoming the key subject of our study. Just as market benefit is a groundwork to the allocation of economic resources, best allocation and operation of scientific resources means to produce as much as possible the effectiveness and benefit; thus, effectiveness and benefit become a standard for our judgement In support of the hospital, scientific research resources have such characteristics as free of charge and effectiveness, extensiveness and fixity, consciousness and activeness; therefore, it is very hard to analyze each part of the resources, thus it is necessary to draw a distinction and assess each part of the resource. Following the above mentioned discussion, we have examined several army's medical faculty and the center hospital of the military district and concluded that in genera], science and technology resources have gone np as compared to that of the past, with a steady beneficial results of science and their technology However, the manpower, financial resources and their scientific research results are not evenly distnl,uted and there are no obvious interrelation between them, thus indicating that it is of more interest to assess the scientific research benefit according to the scientific research project proposed and registered(we have selected randomly 30 prqjects form 1991 to 2000 years.) rather than the whole manpower and financial resources. We cannot see a complete effectiveness of the allocation and operation of the resources only on the basis of the relationship between scientific research beneficial results and the whole manpower and financial resources. To give a finther illustration, we've introduced production figure model into our sU~dy.
