Tianjin Total Health Resources Allocation Analysis And Countermeasures Research

Objective: The study collected and analyzed of domestic and foreign medical resources allocation mode, combined with the health development of Tianjin, based on the fourth Tianjin health services survey data, Tianjin Statistical Yearbook and the Tianjin health data (2011), the utilization of medical services in hospital, the health resources allocation and the main influence factors were analyzed, predicted the health resources for the future demand, and put forward some suggestions for furthering optimize health resources allocation, improving the efficiency of using resources, developing regional health development program.Methods:Mutiple methods include literature research, the descriptive research, experts consultation and the statistical analysis:(1)literature research:collected related literature at home and abroad, obtained related theory and practice material of demand and utilization in domestic and foreign about medical services in hospital;(2)the descriptive research: analyzed the utilization of medical services in hospital, the health resource allocation and the efficiency of using resources;(3)experts consultation: consulted the health management experts, put forward some suggestions about perfection of medical services in hospital and reasonable allocation of medical resources;(4)the statistical analysis:the Lorenz curve and Gini Coefficient are used to analyze the fairness of medical resource allocation in2011in Tianjin. RSR method is used to analyze the bed resources efficiency. Grey GM (1,1) is used to predict the doctors and beds demand.Results:(1)The utilization of medical services: the city as utilization imbalance, six of the city belonged to the hospital is too low, the Medical Hospital too high, the second district county hospital optimal; community health service center is too low,the township hospitals higher; of thoracic, children, tumors and Eye Hospital is too high, the mouth, psychiatric and rehabilitation hospitals;10-year growth rate is not high, the total number of health personnel in our city, only8.5million to8.9million people,while the number of physicians and nurses and even decreased, in 2011per thousand health workers was only7.36, there is a considerable gap in the number of human resources for health.(2) health service system more perfect, the2011county health resource allocation differences; relatively low per capita total health resources; according to the population distribution of medical institutions, hospital beds and medical technicians configuration Gini coefficients were0.1148,0.4537,0.2958, fairness is better; Gini coefficient greater than0.5is configured in accordance with the geographical distribution of resources, fairness needs to be improved;(3) Tianjin health resources utilization of health care resources demand forecast,2015The demand for health workers in Tianjin114373, demand for64096beds.Conclusions:The amount of Health resources increased year by year, but the per capita health resource is relatively low; There is disparity between the urban and rural resource allocation; the government financial input on health is increasing, personal health spending is down; demand for services is increasing, and raised taller requirement for medical resources allocation. Following Demand-Orientation and formulate regional health planning, further coordinate of urban and rural resources alloction about medical and prevention, continue to increase health financial investment, adjust the distribution of health costs, and improve the medical security system, further expand the coverage of medical, strengthen the health personnel training and satisfy health service demand.
