The health human resource is the primary component of the health resource,while the nurse human resource is the important element of the health human system. Consequently,it is very important,for increasing the utilization efficiency of the whole health human system,to improve the whole qualities of the nurses and to rationally allocate the nurse human resource.Objective:Through investigating the profiles of the nurse human resources in some military hospitals,and interviewing the experts,defining the relevant concepts,analyzing the utilization efficiency of the nurse human resource,and grading research on the nursing articles,on the basis of the relevant theories on the allocation of the health resource,we would propose the standard of the structure of the micro-allocation of the nurse human resource in the hospitals,so as to provide a theoretical reference to the micro-allocation of the nurse human resource.Data Resource:Our studying subject is the 01z101-1 sub-item of the studying program - Research on the method and standard of the allocation of the military health resource - which is one of theemphasis programs of the tenth five-year planning. The data collected from the on-spot investigation on the nurse human resource of some military hospitals,in details,which presumed to carry the on-spot investigation,by the questionnaire form,on the clinical nurses from 5 military hospitals,including one chief hospital,one subunit of a central hospital and three garrison hospitals.Methods:To investigate the status in quo of the nurse personnel of some military hospitals and the profile of the utilization of them by means of the group sampling. To survey the academic degrees,technical titles and working durations of the nurse personnel,the difficult points of the nursing work,the principal factors affecting the stability of the nurse personnel,the time expended on the continuing nurse education,the time expended on the clinical nurse teachings,the allocation of the nursing labors on the night post,the valid labor time,the valid nursing time and the valid nursing articles,by means of the descriptive analysis.Conclusions:The tough features,such as the unrational structure of the nurse personnel,the generally comparative lowness of the academic degrees and technical titles of the clinical nurses,the overloading nursing work,the overmuch indirect nursing work,the technical titles unfitted for their working posts,and the unsufficient qualities of the nurse personnel,have become more prominentpresently. The unstability of the military nurses as well as the employed nurses principally attribute to the secondary occupation selection. Therefore,for settling the foregoing problems,we should constitute a rational of the military nurses,stabilizing the specialized nurses,establish a suit of potent management system of the employed nurses,and stabilize the clinical nurse personnel. The working capacities and efficiencies among various level hospitals and departments are not all indetical. The personnel of some units are redundant,while that of the others are unsufficient. The nurses would undertake too many nursing practices daily,and carry on too heavy responsibilies. The workings of different level nurses,in the most nursing practices,have little differences. These evidences suggest that the grading nurse management has not yet be performed in the classification of the nursing practices,which result to the waste of the human resources.The daily nurse workings are composed of a variety of nursing practices,which not only indicate the nursing time,furthermore,indicate some complicated technical operations. Thus,the demands of the advanced nurse human resource presently are so formidable as not to be met in the near future,which mainly disturb the balance between the demand and supply of them.
