As the people’s concerns for medical treatment and medical safety level isbecoming more and more strong, accompanied with the constant change of medicalmanagement system, performance management has become an important way formedical institutions to improve their management level. During the process ofmodern hospitals’ management and operation, more and more emphasis has beenputting on government hospitals’ performance management to realize theirdevelopment strategy. As the connecting link between the preceding and thefollowing, middle management cadre plays the role of executor, organizer andmanager. How to use the balanced score card to accomplish performancemanagement effectively has become the most important elements of human resourcesmanagement. Therefore, the fully use of this management tool will provide effectivemeans of operational management in government hospital, which equips hospitals abalance to measure social benefits, gives the hospitals a win–win in achieving socialand economic benefits, provides a workable template for hospitals to make strategicmanagement and development of action plans.Take Yunnan Provincial Hospital of TCM as an example, this paper discussesexisting problems in its performance management and gives the suggestion aboutpracticing performance management with BSC. It also discusses the opinion aboutunifying financial indicators to the hospital management process, and through theFour dimension of unity, change the performance management basing on the profits.By managing practice, the hospital achieves satisfied results.Through research, on the one hand, this paper make contributions to theaccumulation of experiences of using BSC in Yunnan Provincial Hospital of TCMand provides useful experiences for the reformation of government hospital. On theother hand, through an objective analysis of the case, the paper further explores theusage of the BSC, provide the basis for performance management and suggests howto play advantage and take advantage of opportunities. At the same time, grasping theoverall direction of the hospital’s development, and making appropriate implementation strategy, this paper has practical significances.
