The Analyses And Preventive Measures Of Traffic Accidents On Expressway

With the rapid development of social economy, transportation is becoming more and more important to national economic construction and national security, among which the functions of express way are fairly obvious. The development of highway rapid freight system is promoted and the structure of traditional transportation is changed by modern expressway facilities which play a fundamental role in establishing the modern integrated transportation system. People's living and production environments and the economic development pattern are being changed by the construction of expressway at an unprecedented speed.Expressway is a closed-loop system with specific function which is composed of people, vehicles, roads and environments, etc. The system can be operated normally only when all the elements are coordinate and interdependent with each other. Otherwise, the normal operation of the system will be affected and the traffic accident will be caused by any inharmonious elements in the system or the other elements. The traffic accident on expressway is the consequence of the front line interaction of people, vehicles, roads and environments, and is also the result of combined effects of many factors. Therefore, the reasons which would cause the security problems concerning highway traffic should be found, and the solutions can be obtained from the above factors.The research purpose of this thesis is to analyze the causes of the traffic accidents on expressway systematically, combined with the traffic accidents on expressway in Jilin Province. On this basis, the influencing factors of traffic accidents will be analyzed and the suggestions of the traffic management of expressway in Jilin Province will be proposed so that the research can be applied into practice and the traffic accidents on expressway will be decreased.The main body of this thesis is divided into two parts. In Part-1, principles and features of traffic accidents on expressway in Jilin Province are introduced by the author. Also, the Changping Expressway is analyzed particularly as an example.In Part-2, the legal measures of the precaution of traffic accidents on expressway in Jilin Province is introduced. The precaution is implemented from five respects, through the detailed analyses of the traffic accidents in Jilin Province. Firstly, a public security prevention and control system of road traffic should be established. Secondly, a management system of road traffic security should be established and improved. Thirdly, an educational system of road traffic security should be established and improved. Fourthly, an early warning network system of traffic accident should be established and improved. Fifthly, a scientific service model should be set up, improved and performed administration strictly according to law. Through these analyses, the references for the prevention of traffic accident in Jilin Province can be provided.
