In recent years, with the continuous improvement of people's living standard, the consumer society, within the meaning of J Baudrillard has come, and consumption has become the logic center to people's life, socio-economic organization and operation of space production. In this context, people's desire for tourist consumption, including the psychological needs (to escape the daily monotonous and boring) and a variety of external conditions under the constant stimulus (advertising, consulting the media), have been rapidly expanding. The pursuit of tourism consumption and the pursuit of leisure lifestyle has become a symbol of self identity construction. In order to meet consumer demand for tourism, the number of building scenic spots around the country and the size of their space have expanded, thereby promoting the development and construction of a group of the tourism service-oriented towns, which are relying on scenic spots and targeting at tourists to scenic spots. The development and construction of these scenic tourism-oriented towns, on the one hand, have met the multi-level travel needs of tourists, brought about to facilitate tourism activities, and promoted local economic development, but on the other hand, because of many reasons, there were many problems in the planning and construction of such towns , for example, tourism service facilities construction is unreasonable , the space and landscape style is lack of geographical characteristics, stereotyped and so on, these problems have hindered its implementation tourism town's development goals.With these problems as a starting point, the paper, on the one hand, with the help Tourism and urban space science disciplines related to the two major theoretical knowledge, such as the theory of the edge, urban RBD theory, the town spatial self-organization theory and the consumer psychology for tourist, studies the double edge nature of the scenic tourism town nature, its un unified- complementary relationship linkage with development of scenic spots, travelling six main elements of the basic service functions, spatial evolution and organizational characteristics, geographical and cultural character of space and landscape, and other aspects of the theoretical research and puts forward some basic planning principles and strategies. On the other hand, basing on theoretical analysis the paper establishes its core concept - "Charm net". It is not only to build a travel planning service-oriented framework for tourism-oriented towns-urban tourism space systems, which is including four-level contents such as functional system, the spatial landscape system, the overall network-like structure and capacity, but also to construct the method of the urban spatial design specially for the tourism service-oriented cities and towns- "Twelve Elements", "function - space" planning methods of interactive elements. This is a dual meaning feature of the "Charm net, both content system and design methods. Finally, the paper proposes specific strategies for using "Charm net" concept to the planning of the tourism-oriented town at the fringe of, and takes example of the Toudu town and Sanquan town, which are at the fringe of Jinfoshan scenic area, to respectively and particularly explain how to use " Charm net "concept as the core to the planning process-the overall planning and detailed planning. In short, the full text is tightly organized with the key aspects of tourism-oriented around the scenic town, such as functions, space and landscape, structure and capacity, both in the problem, theoretical analysis, methods, construction and application of method, which are implicit theme in thesis.Full-text is divided into six main chapters, and the main research contents of each chapter are as followsThe first chapter, Introduction, leads to the study object of this article from the major phenomenon and issues, and on the basis of literature review captures research directions, proposes the purpose, meaning, method and contents of the study and finally teases out the research framework to the paper.The second chapter, mainly includes the following five aspects: the secondary definition of the study object from the view of Tourism, two-edge features of the service-oriented towns, the complementary unity of linkage between the development of such towns and scenic spots, functional systems as well as the analysis of spatial evolution of self-organization.The third chapter mainly includes: the relationship between spatial landscape style and local culture in Tourist-oriented town; the basic features, the law of development and the force system of geography and cultural landscape and space; the errors of the landscape style in reality, the logic of production and consumption and planning positions and strategies, etc.The fourth chapter mainly includes: the definition of the concept of "Charm net" (initial recognition), the inspiring sources of "Charm net", function system of "Charm net" based on tourists "behavior - psychology" and space- landscape system of "Charm net" based on the town's regional culture, etc. The fifth chapter mainly includes: the generation method of "Charm point" - Grid Method, the hierarchy of "charm point" - the general network-like, travel capacity of "Charm net", double-meaning cognitive of "Charm net" and the relationship between "Charm net "and urban design and urban planning, etc.The sixth chapter mainly includes: the detailed strategies about how to use the "Charm net" method in the overall planning and specific planning to the tourism-oriented town, and illustration with the concrete practice of two casesConcluding section summarizes the main findings of this article, once again combes the context of the paper, and makes some prospects about future research in this area.
