Exploration And Analysis On Mechanism Of Old Residential Renewal In Chongqing

The target of contribution a"Livable Chongqing"which is an integral part of"Five Chongqing"(Transport Chongqing, Green Chongqing, Safe Chongqing, Healthy Chongqing and Livable Chongqing) program has been proposed in The Third Plenary Session of the third CPC Chongqing Municipal Commitee. The purpose of building a livable Chongqing is to build the mountain-water city as a"living comfortable, beautiful environment, a sound ecological environment, prosperity and harmony"city. The removing and rebuilding dilapidated houses is the main task of"Livable Chongqing"building program. Because the comprehensive treatment of these dilapidated residential areas will archive a totally different area which has perfecting the basic functions, supporting infrastructure, beautifying living environment, standardize district management and enhancing quality urban life. The dilapidated houses covering 12.9 million square meters will be removed and rebuilt by 2012. And about 3.34 million people's (about 1.09 million households) life quality will be enhanced. Such a large range of urban renewal activities must adopt a rational, orderly, and efficient removing and rebuilding mechanism. Therefore, a robust, comprehensive and systematic rebuilding mechanism should be explored to achieve the healthy development of the renewing process of the dilapidated urban areas.To form a reasonable operating mechanism for the dilapidated urban areas renewal of Chongqing and practice this mechanism to achieve the healthy development of the renewing process is the purpose of our research.The main idea of this paper following as: the topic proposing, basic theory and case studying, the establishment of core rebuilding mechanism system and the practice description of our renewal project.First of all, the new features and the new problems of the dilapidated urban areas renewal in Chongqing were generally updated in this paper. Some serious defects were found, such as, the simplified old house renovation financing models, lacking of monitoring mechanism, too closed decision-making process, and inadequate social evaluation mechanisam. As so many defects exit, the new renewal mechanism should be researched for these issues. At the same time, through the relevant foreign and domestic cases study, the leading force of rebuilding process can be found after learning from these advanced experiences and renewal mechanisms. Thus, the establishment of the old residential renewal mechanism leading factor is the public participation.Secondly, through the relevant theory analysis, Multi-Center theory was introduced into the practice of old residential areas renewal. The interaction mechanism between dilapidated urban areas renewal and urban & rural development was deeply analyzed. The way of they are interrelated and their value was found. Further, the general rules of old residential areas renewal process was summarized. So the interaction between the renewal mechanism and Chongqing social developments, economic development, unban planning were resolved. Based on the above theoretical analysis, four aspects of the mechanism in the paper were proposed as the renewal practice guideline: the diversified investment and financing mode, the efficient regulatory mechanism, the bottom-up participatory mechanisms and the comprehensive social assessment.Thirdly, the mechanism proved part . The old residential areas renewal mechanism applied to the Renmin Road renovation projects at Yuzhong District. Through out the project process, such as the decision-making, planning, architectural design, construction, inspection, the investment and financing models, monitoring systems, household and social evaluation mechanisms involved in the renewal mechanism was proved. And the renewal mechanism implantation was shown as an example.As the beginning from the theory exploration, and then return to the practice proving, a practicable old residential urban area renewal mechanism was discussed. The renewal mechanism in the paper should be a valuable reference for the relevant old residential urban area renovation projects in Chongqing city or other cities.
